We greatly appreciate your kind response on December 19 to
our letter to Bill Casey of November 28. We merely thought it
worthwhile to clarify a key point that was raised in your
letter. At no time did we intend to seek any direct or indirect
CIA funding for our idea of a Center for the Study of Economic
Security or that any Agency personnel should become personally
involved. This purely private approach should have perhaps been
laid out more clearly in our original November 28 correspondence.
We rather had in mind talking informally and unofficially
with Bill about his personal idea concerning possible private
sector contacts with a potential interest in participating in the
funding of such an undertaking. In addition, we wanted to extend
an invitation to Bill to assume any role he might deem indicated
in such an organization, should it materialize--but only after
the conclusion of his distinguished government service.
Again many thanks for your attention and interest in this
matter.

Dear essrs. Robinson:
The Director appreciated your letter of 28 November, in
which you outlined your very interesting thoughts on establishing
an institute or center outside of government dedicated to the
study of international economic security. As you know, he has
long considered this to be a topic of prime importance to US
national security and has sought to increase Western presence in
the Third World--particularly via Western capital, technology,
and business know-how--to counter Soviet subversive inroads.
While the Director heartily endorses the ideas behind the
creation of a Center for the Study of Economic Security, he feels
that it would be inappropriate for Agency officials to get
personally involved. As for Agency funding of your proposed
Center, such financial involvement is precluded by Agency policy
based on the Katzenbach Commission Report. Once the Center is
operational, of course, we would be pleased to discuss the
possibility of funding individual research projects or papers.
We wish you much luck in your endeavor.

We have been following with great interest your plans
and projects with reference to the new and innovative use
of your agency's resources in the field c_ international
economics. As you know, we have long admired and supported
your very successful strengthening of the structure and
capabilities of the agency in this ever-more vital area.
We believe that in order to perpetuate this work and
consolidate progress, it would be advisable to consider the
establishment of a prestigious institute or center outside
of government dedicated to the study international
economic security. This new field is in =:s infancy but
already includes such crucial issues as the Soviet strategy
to dominate West European gas markets, the security
dimensions of the international debt cr sis, and the
strategic implications of East-West finance.
Unfortunately international economics a-:d finance are
only a peripheral concern of existing conservative research
centers which are not now equipped with the experienced
personnel to undertake forward lookin= analysis and
formulate policy options for the United States in advance
of serious developments. Organizations such as the
Institute for International Economics have an evident
liberal and Democratic bias, but are inordinately
influential because they are the only ones that exist.

If you share these views, we believe it would be
worthwhile to meet briefly to discuss funding options and
ideas for a "Center for the Study of Economic Security"
(or a similar name) here in Washington. As architect of
these visionary initiatives in international economics, we
would warmly welcome your consideration of a role in such a
Center (i.e. Chairman, or head of the advisory board, etc.)
at the conclusion of your highly distinguished government
service to our country.
