Committee re Cognizance
of North African Situation
(IAC-D-6/20, 25 June)
The IAC considered a Watch Committee memorandum dealing
with Watch Committee cognizance of the North African situation. It
was agreed that the Watch Committee be relieved of the requirement
for submitting formal conclusions or comments on the North African
situation in its regular weekly Watch Report, in the absence of
important new developments. However, in taking this action, the
IAC also wished it understood that the Watch Committee should continue
to regard the North African situation as sensitive and to give that
situation its closest attention on a normal basis.
C. Review of Sensitive Situations
The Chairman stated that the Lebanese situation remained
sensitive and referred to certain recent developments in that area.
The members discussed certain aspects of the Cuban situa-
tion, particularly the possible implications of the abduction of U. S.
citizens by rebel forces.
* The Secretary has forwarded a memorandum to the Acting
Chairman, Watch Committee, advising him of this action
by the IAC.

With respect to Asia, the members reviewed recent military
and political developments in Indonesia. The Chairman also referred
to reports regarding possible imminent changes in the internal
political situation in Ceylon. Mr. Kent stated that no comments had
been received from on the report
which had been discussed at last week's IAC meeting (IAC-M-349,
item 2 b). However, he noted that at a meeting
on 27 June had substantially reaffirmed its earlier appreciation of
the outlook in Burma. General Walsh invited attention to recent
developments in the Taiwan situation, especially with respect to
reports of the movement of aircraft in that area. Mr. Sheldon noted
that the Taiwan Strait committee had been actively reviewing this
problem.
The members also exchanged views on various aspects of
the Polish situation, including the nature of the pressures on
Gomulka and information bearing on the movement of Soviet or
Satellite troops in that area. In this connection, the members (in
subsequent discussion during the review of the estimates program)
agreed that a Board of National Estimates memorandum on current
Soviet policy (including material on the Polish situation), which was
circulated at the meeting, should be coordinated and submitted for
review as an SNIE at the next regular IAC meeting.
3. Priority National Intelligence
Objectives --Annexes B, C, D,
E and F to DCID 1/3

After discussion the members agreed that it was appropriate
for subsidiary priority national intelligence objectives to be submitted
for review and approval by the IAC. The members then considered
various sets of draft subsidiary objectives and approved the following
draft annexes to DCID 1/3 (Priorit National Intelli?ence Ob'ectives
as submitted:

In the review of Admiral
Frost raised a question with respect to upgrading paragraphs II a
and II b to first priority. The members discussed this matter and
the related question of the allocation of priorities in the over-all
priority objectives, which had been previously approved (DCID 1/3).
After discussion it was agreed that the basic priority objectives should
be reviewed in the light of this discussion, particularly with respect
to the possibility of upgrading certain "cold war" activities from
second to first priority. It was also agreed that possible draft
amendments to the over-all PNIO's should be submitted for review at
an early IAC meeting, with the understanding that any prior approval
of the subsidiary objectives referred to above should be considered
only tentative, and subject to further review in the light of the final
decision with respect to the over-all PNIO's.
5. Quarterly Review of National
Estimates Program
(Memorandum to IAC, 26 June)
Approved as amended. These amendments included the
addition of: (I) a new SNIE on "Sino-Soviet and Free World Reactions
to US Use of Nuclear weapons in Limited War in the Far East," with
a target date of 22 July in order to meet an NSC requirement and (2)
a new SNIE on "Current Soviet Policy," with the understanding that a
Board of National Estimates' memorandum, dated 30 June, would be
used as the basis for a coordinated paper to be reviewed by the IAC
on 8 July. In view of these changes it was agreed that the estimates

on Argentina and Thailand could have later target dates and that the
North African paper should be scheduled for IAC consideration on
22 July. The members also approved certain suggested changes
in the titles of SNIE 100-6-58 and NIE 100-5-58.
