As you know, we have for some time been planning a conference on "Europe in the Eighties" which would take a comprehensive look at the economic, political, and security environments in Europe for the remainder of this decade. We have managed to assemble a prestigious group of participants, from academia, government, and the external research community, including Bergsten, Diebold, Ellsworth, Goldman, Osgood, Pfaltzgraff, Schaetzel, and Sonnenfeldt. 2. The Conference, to be jointly chaired by the NIC and State, will be held at the Department on Thursday and Friday, 5 and 6 April, 1984. We are planning a luncheon for the twenty or so panelists at the Foreign Service Club on Thursday, 5 April. The luncheon could provide an opportunity for you to say a few words about the importance of improving the dialogue between government specialists and the non-government research community. 3. If you find the idea interesting, we would be happy to discuss it with you further.
