industry of the Kirgiz SSR< Union industry fulfilled the plan 103 percent,

The following enterprises operated successfully during the third quarter:

bine imam Frunze;?hemp and lute factory, Frunze Liqueur and Vodka Plant, Len-
inekiy Winery, Frunze Shoe Factory, "Krasnyy stroitel "' and Novo-Pavlovekiy
brick plants, end others.
The following ministries and enterprises, while exceeding the gross-
production plan failed to meet the plan for quantity of production of the items
indicated: Ministry of Light Industry -- silk and wool fabrics, hard leather
goods, and hosiery; Ministry of Food Industry Kirgiz SSR -- bakery: products
and confectionery; Ministry of Local Industry -- fired bricks, lime, silk fab-
rics, hard leather goods, leather and felt footwear; Kirgiz Council of Indus-
trial Cooperatives -- lime, aluminumware, cotton fabrics, hard leather goods,
leather and felt footwear, knit underwear, knit outerwear, and confectionery;
Kirgiz Union of Invalids' Cooperatives -- aluminumware, silk fabrics, hard
leather goods, leather footwear, and confectionery.
The third-quarter plan for chief types of industrial goods was fulfilled

Gross production of industry within the Kirgiz SSR increased 15 percent
in the third quarter 1950 over the third quarter 1949.

_ The third-.,?~arter gross-production plan for all industry was fulfilled
by oblasts as fo~iowe: Frunze Oblast,, 106 percent; Osh Oblast, 107 percent;
Dzhalal-Abed Oblast, 105 percent; Issyk-Kul' Oblast, 90 percent; and Talass
Oblast, 91 percent. The following oblasts, while fulfilling the gross-
production plan, failed to meet the plan fer the items indicated: Frunze
Oblast -- roofing tiles and lime, aluminumware, furniture, wool fabric, meat,
and butter; Dzhalal-Abed Oblast -- petroleum, electric power, leather foot-
wear, and knitwear; Osh Oblast -- silk fabric, meat, butter, and confectionery.
Kolkhozes, machine-tractor stations, and sovkhozes of the Republic com-
pleted harvesting oP grain and leguminous crops and are now is the process of
harvesting industrial crops. As of 20 October, kolkhozes had completed 86 per-
cent of the plan for sugar-beet harvesting, 70 percent of the cotton-picking
plan, and 82 percent of the tobacco-picking plan. During 1950, the amount of
fodder procured was 33 percent over last year; however, procurement of coarse
fodder was not as satisfactory as in 1949?
As of 20 October, kolkhozes had planted 65 percent and sovzhozes 106 per-
cent of winter crops called for by plan. Kolkhozes completed 26 percent and
sovkhozes 63 percent of the plan for fall plowing.
Mechanization of agricultural work in kolkhozes improved in 1950. MTS
performed 24 percent more agricultural work in kolkhozes than during the same
period of 1949 and harvested 19 percent more grain crops with combines than
is 1949,
The Administration of the Issyk-Kul' Ship Line fulfilled the third-quarter
plan for freight hauling 115 percent, including 221 percent for grain and 101
percent for timber, Freight hauling in the third quarter 1950 increased 33 per-
cent over the third quarter 1949.
The Ministry of Automobile Transport completed the third-quarter plan for
freight hauling in ton-kilometers 119 percent and the plan for passenger trans-
port 88 percent, Freight hauling increased 20 percent over the third quarter
1949.
The "Soyuzzagottrans" Kirgiz Automobile Trust completed 77 percent of the
freight-he.uling plan in ton-kilometers and the "Sovkhoztrans" Kirgiz Republic
Office of the Ministry of State Farms completed 83 percent of the freight-
hauling plan.
Construction projects within the Kirgiz SSR completed 61 percent of the
third-quarter. capital-construction plan. Individual ministries and organiza-
tions fulfilled the plan as follows:

Especially unsatisfactory was the capital construction work of projects
under the Administration of Construction Materials Industry,~Ministry of Timber
and Paper. Industry, Ministry of Food Industry, Ministry of Irrigation, Ministry
of State Farms, Ministry of Health, Ministry of Local Industry, and Ministry of
Communal Economy.
All construction projects of the Re-+nblic completed 58 percent of the year
plan for centralized capital construction and 64 percent of the plan for hous-
ipg construction during the first 9 months of 1950.
The volume of centralized capital construction by construction projects
in the Kirgiz SSR during the first 9 months of 1950 increased $2 percent over
the same period of last year, including 66 percent for Republic pro,~ects.
The Kirgiz SSR completed 98 percent of the third-quarter plan for retail
commodity turnover; including 97 percent for the retail trade system and 10~
percent for public eating enterprises, The plan was fulfilled as follows by
