SUBJECT: Telephone Problems in
Building
1. There is a perception that the telephone system, especially secure,
conversations), and more inoperable (just does not work). is
prepared to register our complaints with the CIA's DDA (Bill Donnelly);
however, we need concrete examples and records to state and build our case.
2. From 31 August through 2 October you, and members of your organi-
zation, should keep a log (for both black and secure telephones) detailing any
problems encountered. By 12 October, each Office, Committee, and Staff should
submit a consolidated report to the undersigned that details your respective
experiences, and we will compile an IC Staff response for D/ICS.
