NOTE FOR: William Ball
Assistant Secretary for Legislative
and Intergovernmental Affairs
Department of State
FROM: Director, Office of Congressional
Affairs
Most Southerners are history buffs and
you are probably no exception. Apart from
a fascinating account of where intelligence
began for Americans, you will also see that
we were having trouble with Congress even
then. By the way, please note that among
our more capable operations officers in
those days are included Jefferson and
Livingston. Ben Franklin got good marks
as Chief of Station in Paris, and the
Adams brothers, John and Samuel, showed a
flare for propaganda.
