SOVIET PERSONALITIES IN CHINA, FEBRUARY 1951 - 25 DECEMBER. 1952 fomment: This report lists the names of Soviet advisers, officially working with the Chinese Communists, that have been noted in the Chinese Communist mainland press and periodicals over the period February 1951 - December 1952. Brief notes accompany the names to indicate their respective fields of service. Detailed information about certain individual spe- cialists has been published from time to time in regular reports on specific subjects. The largest number of persons whose names appear on this list were concerned with railway transportation; others were concerned with mechanical and industrial engineering, water conservation, and agricultural activities. It should be noted that in the Chinese press these Russian names appeared in Chinese characters which approximate the sound of the Russian names. The transliterated Russian names are, therefore, followed by a rendition, in parentheses, of the Chinese characters according to the Wade-Giles system. Numbers in parentheses refer to appended sources Anichkov (Ao-ni,shih-k'o-fu) -- Technical adviser on the construction of the Ch'eng-tu -- Chungking Railway. His contribution was recognized at the celebration on the occasion of the completion of the railway.(1) Bakhvaleyev (Pao-hua-yueh-lieh-yeh-fu) -- Stationmaster at Lu-pin. Helped Cheng Hsi-k'un promote the "heavier hauls" movement.(2) Kolynichev, N.Ya. (Ke-lu-ni-ch'ieh-fu, En. Ya.) -- In May 1952, elected chairman of the Chang-ch'un Railway Administration-0) Fundyakov (Feng-chi-kuo-fu) -- Track maintenance specialist assigned to work at Po-k'e-t'u.(2) Koval'yev (Kuo-wa-liao-fu) -- Railway operations specialist. Employed .on the Chang-ch'un Railway at Mukden. Assisted Li Hsi-k'uei in developing the yard switching and train marshaling methods that became famous and a model for the whole country.(6) Kozlov, I.V. (K'ao-tzu-to-fu, I.Fo.) -- In May 1952, elected member of the Executive Committee of the Chang-ch'un Railway Administration. (5) Kolerov, G.N. (K'o-lieh-to-fu, Ke.En.) -- In May 1952, elected a member of the Supervisory Board of the Chang-ch''u n Railway Administration.(5) Msrtyanov (Ma-li-chi-ya-no-fu) -- Railway safety specialist. Prominent in developing the 500-kilometers-per-day movement.(2) Mikhaykin, I.I. (Mi-bai-chin, I.I.) -- In May 1952, elected a member of the Supervisory Board of the Ch'ang-ch'un Railway Administration.(5) Malinienko (Ma-li-nien-k'o) -- Technician at the Dairen Railway Shops.(7) Nesterov, M.S. (Nieh-ssu-ch'ieh-to-fu, Mu.Ssu.) -- In May 1952, elected assistant to the vice-chairmen of the Executive Committee of the Chang-ch un Railway Administration. (5) Netkachev, B.B. (Nieh-t'e-k'a-ch'ieh-fu, Po.Po.) -- In May 1952, elected Deputy Auditor of the Chang-ch'un Railway Administration.(5) Nevetov (Nieh-fei-to-fu) -- Specialist on roadbed maintenance methods.(8) Radovskiy (La-to-fu-ssu-chi) -- Railway operations specialist assigned to work at Chang-ch'un. Helped promote the better loading methods movement.(2) Shchenkov (Hsin-kuo-fu) -- Chief engineer for the Chang-ch'un Railway.(9) Shirokiy (Shih-lo-chi) -- Track maintenance specialist assigned to the Shanghai Railway Bureau.(10) Serebryakov, N.V. Worked on the Ch'eng-tu--Chungking Railway, particularly on the erection of the bridge over the To Chiang, where his advice on how to roll the spans into position was followed. Same method adopted on the T'ien-shui--Lan-thou line, and will be used on the Ch'eng-tu- T'ien-shui line. Took a prominent part in the later phases (stages 4 and 5) of th be Yellow River Bridge of the Peiping--Hankow line.(11) Troitskaya (T'e-lo-i-ssu-k'a-ya) (female) -- Deputy chief, Control Bureau of the Moscow subways. Visited Peiping in 1949 as adviser in rail transpor- tation matters.(12) Val'kov, V.A. (Wa-leih-kuo-fu, Fo.Ya.) -- In May 1952, elected a member of the Executive Committee of the Ch'ang-ch'un Railway Administration-0) Vasil'yev, N.G. (Hua-hsi-li-yeh-fu, En.Ke.) -- In May 1952, elected chair- man of the Supervisory Board of the Chang-ch'un Railway Administration.(5) Vetchinkin (Wei-ch'ing-chin) -- Electric signal system.speclalist. Tech- nician for the Soviet-type electric interlocking system on the Ch'ang-ch'un Railway-(13) Yegorov, M.S. (Yeh-kuo-lo-fu, Mu.Ssu.) -- In May 1952, elected vice- chairman for 1952 - 1953 of the Executive Committee of the Ch'ang-ch'un Railway Administration.(5) Zingerenko (Chin-kuo-lin-k'o) -- Bridge construction specialist. In De- cember 1949, after careful inspection and study of the Yellow River Bridge on the Peiping--Hankow line, he advised against scrapping it and in favor of re- constructing it. This advice was accepted by the Ministry of Railways. He was then mainly responsible for deve the first three stages of reconstruction of the Bridge. (14) Zagadayev (Cha-kang-ta-yeh-fu) -- Technical adviser on the Ch'eng-tu-- Chungking Railway.(15) Zhilin (Hsi-lin) -- Bridge construction specialist. Associated with Tikhonov on the Ch'eng-tu--Chungking Railway.(1l) Zaytsev (Cha-ssu-ta-yeh-fu) -- Topographer. Worked on the Ch'eng-tu-- Chungking Railway.(11) Zadorozhniy (Cha-te-lo-jih-nei) -- Railway operations specialist. In- stuctor and associate of Li Hsi-k'uei in developing and propagating through- out the country what became known as the Li Hsi-k'uei Method of yard switching and train marshaling.(16) Zverev (Tzu-vei-lieh-fu) -- Machine technician employed in the railway shops at Harbin.(17) Boroskulin (Pu-lo-ssu-ku-lin) -- Heavy machinery specialist. Served in the Electrical Apparatus Factory in Fu-shun. Helped increase the output of steel for rails produced in Chungking for the Ch'eng-tu--Chungking Railway.(19) Oznakov (0-tzu-nai-ho-fu) -- Shipbuilding specialist.(20) Rybakov (Li-pa-k'ao-fu) -- Foundry man. Stationed in the foundry of the Dairen Railway Shops for about 2 months. Returned to the Soviet Union in Oc- tober 1952.(21). Shcherbakova (Hsieh-erh-pa-k'o-wa) (female) -- Textile specialist. In- structed women workers in how to operate machines in Chinese textile plants.(22) Sychov (Hsi-cho-fu) -- Coal mining specialist. Inspected and advised mining' operations at the Shuang-ya Coal Mines in the Northeast.(3) Velichkia (Wei -lieh-ch'1-chin) -- Paper manufacturer. Adviser to the paper factories in Tientsin, Peiping (23), and also to the Szechwan Paper Factory No 602 at I-pin, Szechwan.(24) Yelagin (Yu-la-chin) -- Shipbuilding specialist. Worked on the con- struction of ship hulls in a shipyard. flame and location of shipyard not giveu](25 ) Zhuravlev (Ju-la-fu-lieh-fu) -- Rolling mill specialist. Adviser in the rolling mills of a Chungking steelworks.(26) Ivanov (I-wan-no-fu) -- Served as agricultural adviser in Shantung, June- September 1952.(27) Khvalenitsa (Hua-lieh-ni-ch'a) -- Served as agricultural adviser in Shantung, June-September 1952.(27) Kotikov (Ko-hsi-k'o-fu) -- Served as agricultural adviser in Shantung, June-September 1952.(27) Lysenko (Lu-sen-k'o) -- Adviser to the Ministry of Agriculture 1949 - 1952; left for Soviet Union in November 1952. Visited the Northeast, North China, East China, and Central-South China. Made analyses of soils; gave lectures. Introduced modern techniques used on state farms in Soviet Union, such as deep plowing, dense planting, pruning.(28) Nenarokov (Nieh-na-lo-k'uo-mo-fu) -- Forestry specialist. Served in the Tai-ling forests in the Northeast.(7) Shubina (Su-pin-no) -- Chemical laboratory technician employed by the Chang-ch'un Railway.(21) Chuvyakova (Ch'l-wei-k'o-wa) (female) -- Specialist in pedagogy. Spent over a month at the Peiping Normal College supervising student teachers teaching in elementary and middle schools in Peiping.(19) Pushkin (P'u-shih-chin) -- Specialist in pedagogy. Spent over a month at the Peiping Normal College supervising student teachers teaching in elemen- tary and middle schools in Peiping.(19) Glushchenko, I.Ye. (Ke-lo-sen-k'o) -- PhD in biological sciences. One of the secretaries of the Soviet Academy of Sciences. Member of the delegation of Scientific Workers that visited Peipin in November 1952 and subsequently other cities and educational centers.(29) Khokhlova (K'o-k'o-to-wa) (female) -- Medical expert in public health. Led a Soviet medical team to do antiplague work in Jehol.(14) Bykov (Pu-k'o-fu) -- Chief adviser to the Huai Ho Water Conservancy Commission in connection with many of the component projects involved in the regulation of the Huai Ho.(30) Chief adviser for the Ching Chiang Flood Diversion Project on the middle Yangtze River in the spring of 1952.(31) Bykov is said to be very studious; always has with him in the field political and engineering reference books which he frequently consults. He has a limited knowledge of the Chinese language but is highly respected by t1le Chinese engineers associated with him for his engineering wisdom and technical skill. He cautions against slavish adoption of Soviet methods; says acceptance of principles is wise, but careful consideration should always be given to the proper application of principles to a particular situation. He says conclusions should not be reached nor decisions made on the basis of insufficient data; no pains should be spared to secure full and reliable data.(32) 1.
