PAST PRESENT
A. Inspector General Inspection, date unknown, recommended
that Central Reference Service and Office of Security
get together and recommend that either CRS or OS be
assigned the responsibility and authority for operation
of TOP SECRET Control System.
B. Memorandum for the Record, dated 9 June 1972, executed
by Deputy Director of Security, indicated that Mr. Colby,
Executive Director-Comptroller, on 2 June .1972 stated
that he desired that the Director of Security handle the
designation and management of Top Secret Control Officers
and designation of controls. Also, in this memo it was
disclosed that Mr. Coffey ruled that the function of the
-Top Secret Control Officer would be given to the'Director
of Security.
C. Memorandum for Deputy Director for Support dated 22.
September 1972, executed by the Director of Security,
Subject: Transfer of Top Secret Control Function to the
Office of Security . Paragraphs 3 and 6, .
the management of a collateral Top Secret Control
Program for CIA; . . . . . . as well as.control
function over COSMIC, CENTO, and SEATO Top Secret
documents. Also, paragraphs 10 and 12 discussed the
slotting of a GS-14, plus GS-7 Administrative Assistant
and a GS-05 Clerk Stenographer.
