SUBJECT: OIT Support to Development of Methods
for Evaluating Collection Strategies
1. The Requirements Evaluation Office of the Intelligence Community Staff
is most grateful for the outstanding support OIT has provided in developing
software for our Collection Strategy Evaluation Method (CSEM computer model).
2. of your Systems Development Division, working closely
with a senior ana ys from my staff, rendered superb service in: (1) assessing
the systems requirements for converting our testbed CSFM model to operational
use, (2) reprogramming the prototype software to an operationally suitable
format, (3) programming complex new algorithms which extended the model's
basic logic and (4) testing, debugging, and documenting all of the resulting
software. accomplished each of these tasks in a laudably capable manner.
3. To my mind, the experience demonstrates just how much can be
accomplished in the software development field, quickly and at comparatively
small cost to the Government, with a close, cooperative inter-office effort.
4. Thank you once again for your invaluable assistance in enabling my
office to complete development of this systematic, cross-discipline option for
assisting senior management in deciding among alternative combinations of
collection initiatives.
