All tempera- tures are in degrees centigrade,] 8 August On 7 August, cloudy weather prevailed in most of the European USSR. Rains fell throughout the area lying we;t of a line running through Arkhangelsk, Yaro- slavl', Ryazan', Joronezh, and ^Ielitopol'. Rains also fell Sn the Komi ASSR, Kirovskaya, U1'yanovsksya, Kryb~,shevskaya, and Ssratovskaya oblasts, and in the foothill areas of thr Tiort?;ern Caucasus ?n many areas, total precipitation dur- ing the first 12 hours ut cne day amounted to 11-19 millimeters. In the western half of the F:,tropean USSR, where rains fell, daytime tempera- tures rose 'io only 14-17 degrees as, for example, in Riga, N,oscow, Minsk, and Kiev; in the extreme ;oath, they rose ko 21-22 degrees. It was hot in the Urals, througho~rt the ~/oiga Rog>,or., ar:i in the Plort:t~rn Caucasus. Day*?ime temperatures were 27 degrees in Kirov, 28 in Sverdlovsk and Kazan', 30 in Chkalov and Saratov, and 32-33 in Kuybyshev, Stalingrad, and Stavropol'. The plowed layer of soil on all summet? fallowe~ fields in all regions west of n line running from Kishinev to Syktyvkar was thoroughly srll;ed by rains; this fact wi).l make conditions favorable fcr the sowing of winter ,+,rains. The soil was also well ~~oisten?:d by rains wt,ich fall in the Pniga Region, Kirovskaya Oblast, and the Komi ASSR. Zi was reported frw.~ Melitepol' that watermelons were being harvested there. Light rains fell in the Baltic republics, the northwestern European USSR, and the Karelo-Finnish SSR. Rains also fell throughout the Komi ASSR, the Chu- vaehskaya, Udmurtskaya, Tatarskaya, sad Bashkirskaya ASSRs, and Kirovskaya U1'yanovakaya, Kuybyahevskays, end Chkalovskaya oblasts; in the southeastern portion of this zone, up to 45 millimeters of precipitation were recorded during the first 12 hours of the day. The rains which fell Sn the north- eastern portion of the European USSR created good :onditions for the sprout- ing of eown winter craps. Winter rye ha3 already sprou*.ed in come parts of Molotovskaya and Kirovskaya oblasts an3 the Udmurt:akaya ASSR. Noon temperatures generally ranged between 22 and 24 degrees. It xas somewhat cooler in those areas where rain; fell; the thermometer registered 15 degrees in Petrozavodsk and Kazan' an3 19 in Cor'kiy. The weather was warmer in the southern Ukraine, the Crimea, the Northern Caucasus, and the Lower Volga Regdom, temperatures were 2'7 3egrees in Stalingrad an3 28 is Ros- tov-on-Don. Rains fe1'_ in the northern parts o* Krasnoyarskiy Kray and Irkutskaya Oblast an3 also in r.he Buryat-Mongol'skaya ASSR. Heavy rains continued ir, Amurskaya Oblast and Khabarovskiy Kray. It was very warm and dry in Central Asia. 13 August On 12 Ang'Sat, moderately va:m, icy veether prevailed rn mosi of the Euro- pean USSR. During the first 12 hours of the day, rains fell in the extreme western portions of the Ukraine and Belorussia and at some places in Lithuania, Novgorodskaya, Leningx'sdskaya, and Vologodakaya oblasts, the Karelo-Finnish SSR, and the Urals. It was dry in the rest of the European USSR, Noon temperatures ranged between 17 and 18 degrees in most of Western Siberia, with the exception of Altayskiy Kray; they were also below these figures in Omsk and Tobol'sk. Similar temperatures were observed In the northern portion of Kazakhstan, with the exception of the northeaste:^n areas. In Altayskiy Kray and ad~oining areas of ue~,o.khstan, temperatures rose to 23 - 25 degrees. Rains fell in Kustanayskaya,Kokcheta~skaya, and Severo-Kazakhstan- skaya oblasta and in many areas of Western Siberia.
