IG on IAEA Reassessment: November 2.Meeting Undersecretary Kennedy opened the meeting by noting that the seriousness with which the US is undertaking the reassessment is.becoming understood. For=example,=- in our meeting with UK representatives on November 1, we convinced them that the US would definitely not be.returning to full participation in time-for the Technical 'Assistance Committee meeting in late November. The basic problem is to effect a change of attitude on the part of the Secretariat and a majority of the member states such that we obtain their commitment to adhere to the fundamental principles of -the Agency's charter. In addition to its leading role in the safeguards area, the US must play up its key role in the other areas, such as safety, which comprise 70% of the agency's activities. Finally, we need specific steps the: US can undertake in the next few weeks to promote the needed change in attitude--for example, what can be done at the UNGA and in capitals. There followed a specific discussion of the draft strategy paper looking at the shorter and longer term problems and strategies. Mr..Kennedy solicited written comments on this paper to assist in'the prepar}ation'of a new draft. He concluded by emphasizing the need to keep the Congress fully and currently informed, and by requesting that OES conduct another briefing session for interested staffers soon.
