Arrangements ace 'Indlerway to facilitate the departure of
all of the Soviet jper glonjiel in the Soviet compound in
St. George's. We have I.nfinmed the Soviets here and will i,nfotm
them tomorrow morning in Moscow of Governor General jtcoog's
decision to break rellitippns with the USSR and request the
departure of the Sovilit }personnel within 24 houts. !s bav*
also informed the Soviet{a that aircraft will be available foz
the departure of their plorsonnel. Ambassador Gillespie
strongly urges that wq, g1tt all the Bloc nationals out. of
Grenada as soon as poi:ail)le. We understand from the Svvist
Ambassador that there ark, six East Germans, 15 North ll;oreans,
and three Bulgarians in }r he Soviet compound. There are olio 17
Libyans in their own premises. We plan to offer to evacuate
the Bulgarians, North Ko#;eans, Libyans and East Germs
together with the Soviet46. We hope to accomplish this by noOA
tomorrow, November 2, or as soon thereafter as logistics and'
ooordination with the SoT{iets permit.
