Periodic reassignment is to be expected. Nevertheless, he will be missed. During my tenure on the Committee, the Agency's interests have not been served by anyone as well as they were by Burt. Others have been professional; but Burt has been much more. His powers of discernment, his clarity of judgment and his unfailing good nature made relations between the Committee and the Agency the best they have been. That this can be said about a period in which difficult issues have abounded is no small thing. Burt set a high standard, one I am sure his successor will attempt to match. k 'ry J.
