Description: (]le paper of not more than 20 pages in length (or 2
shorter papers together not exceeding 2Q pages), which draws upon and
sumarizes existing work completed in the IG process and which
addresses those issues associated with the finalization of the US
START and INF positions. The paper(s) should:.
(1) identify and recommend for Presidential review and approval
solutions for those issues on which the IG has been able to reach
consensus; .
(2) identify those issues which will require decision prior to
opening negotiations in Geneva but an which IG consensus could
not be rea?hedi and,
(3) identify the alternative solutions/options that the IC; has
developed to address these unresolved issues.
