SUBJECT: Defector Citizenship Legislation: Talking Points
for DDO meeting with Senator Simpson
1. On 10 September 1985, I gave the attached set of
talking points to Special Assistant to the DO.
They are to be used by the DDO at his meeting with Senator
Simpson concerning defector citizenship legislation. Mr.
and I discussed the distinct possibility that no
meeting would occur before 11 September 1985, the date by which
the Senate Judiciary Committee is discharged of the
legislation, in view of the fact that the DDO is testifying on
the Hill on the 11th at 10:00, and Senator Simpson is bringing
the immigration bill, S. 1200, to the Senate floor at that time
also. Nevertheless, it appears that the DDO's office will
attempt to schedule the meeting.
2. Even if the Committee discharges the bill without
having taken any positive action of it, I believe that an
after-the-fact meeting will nonetheless have some positive
benefit, particularly if there is a floor fight on the
provision or Senator Simpson's support is necessary vis-a-vis
the House Judiciary Committee.
