1. Action: No action required. For your information only.
2. Background: South America Division, Office of
African and Latin American Analysis, contacted Secretary Dam's office today
and learned that they would be happy to receive any materials we could provide
quickly, in advance of the Secretary's 1 November trip to Argentina, Bolivia,
3. We have forwarded a package that includes drafts of an NIE on Peru
and Memorandum to Holders on Argentina, both still in the interagency process
but nevertheless useful. On Bolivia, we included a copy of our latest
Intelligence Assessment, Bolivia: Bleak Economic Prospects for a Threatened
Democracy. We also forwarded two short typescript memos which should provide
additional insights on the situations in Peru and Bolivia.

1. Per our telephone conversation today I am forwarding the attached
assessments for Deputy Secretary Dam. As I mentioned when we spoke, John
McMahon, the Deputy Director of Central Intelligence, asked that we provide
Secretary Dam our most recent assessments on the situation in Argentina,

At today's lunch with the Secretary of State, the DDCI learned that
Deputy Secretary of State Dam will be leaving for Lima, La Paz, and
Buenos Aires on 1 November. John promised that we would provide him any
papers on the general situation in each area and an assessment of any
threat to the government at that time. I realize State may have tasked
your people separately through other channels and don't want to double
task,. but the DDCI would like to make sure that this information is
provided to Dam's office. Please check with them to see when they would
need it and let Stu know so that the DCI can mention it at the next State
lunch.
