D.C. 2 4 m. 4y 1985 REPLY TO SIT ATTN OF: SUBJECT: Draft NTISS Directive no. 901, "NTISS Issuance System" (U) - Action Memorandum - TO: Executive Secretary, NTISSC National Security Agency Fort George G Meade, MD 20755-6000 1. Reference NTISSC Memorandum 20-85, dated 24 April 1985. Comments concerning the subject document are provided below, as requested. a. Recommend Sec II, para 2c, be changed to read as follows: "NTISSCIs are promulgated by the National Manager for Telecommuni- cations and Automated Information Systems Security following coord- ination with and majority vote tZ NTISSC members and are binding upon all federal departments and agencies.". Rationale: NTISSIs, like policies, directives, and releases, are binding on the departments and agencies. We believe, therefore, that they deserve the same procedures. They could be handled as releases are, with accompanying vote sheets. b. Recommend Sec III, para 3f be added to reflect the following idea: "Retain 5000 series numbering system for TEMPEST memoranda.". Appendix would then need to reverse Compusec and TEMPEST and reduce TEMPEST by 1000 numbers to 5000-5999. Rationale: We recognize this to be contrary to the NTISSC charter. We expect TEMPEST guidance to be stable. It is promulgated to the lowest levels. We believe changing the series will result in misdirection of future documents. C. Recommend Sec IV, Para 4g be added as follows: "Providing draft of all issuances to NTISSC membership at least 60 days prior to required response.". Rationale: Less than 60 days is inadequate to provide the documents to Major Commands and agencies outside the Washington Metropolitan area for their review and subsequent consolidation of comments. 2.
