Rutherford III of Washington, D.C., to be U.S. " marshal for the District of ;Columbia succeeding James O. ~ Golden. He has been the court-appointed marshal for the District since January. The pres- ident also resubmitted to the Senate the name of Stanley Spor- i kim to be a U.S. district judge in the District's federal court. Mr. Sporkin former counsel at i ~e ,CIA was not confirmed in the previous session of Congress.
