It reacts to OCR request (via Project CHIVE)
for recommendations on how to mechanize the
products of their soviet literature exploitation
projects (funded at the Library of Congress).
In my view it's a good EDP job. Even more
important, however, is the fact that it surfaced
the existence of several DD/I projects which
overlap each other.

1. Attached is the study report on the BR Bibliographic Project.
2. The report :
a. concludes that BR's bibliographic file is of rea). value
and merits both continuation and improvement;
b. outlines a possible IMP system to handle bibliographic
data end proposes an interim system to move us to rds the
proper ultiia,te system;
c. defines the steps to be taken if the proposed interim
system meets with approval.
3. After you have had an opportunity to study this report, I
would propose a diocussion session at which:
a. OCR's general cents on the peer and OCR'S general
views of the problem would be presented;
b. aspects of the report 'would be clarified, as may be
required;
c. alternative courses of action would be defined and
reviewed, including what appears to be the minimum course
of action; to wit :
(1) that CIA and Air Force coordinate their LC con-
tracting actions for next year;
(2) that the bibliographic data required by CIA be
captured in machine language henceforth at the source

SUBJECT t EDP Study of BR Bibliographic Project
Purpose of Study
Last April OCR asked us to undertake a study of its scientific
literature exploitation program at the Library of Congress with
a view to determining the desirability of providing machine support
to this OCR project. More specifically, we agreed that the study
would'
a. Provide some evaluation of the worth of continuing this activity;
b. Determine the advantages to be gained from attempting to coor-
dinate the program with the Air force's Project Cross Check;
c. Suggest a general design for an automated system if such appears
merited;
d. Recommend future action.

We. rriet Meadow of IBM and I have spent approximately twenty-five
per cent of our time over the past six months examining operations at
the Library of Congress and Biographic Register, consulting with the
Air Force personnel at the Aerospace Information Division of the
Library of Congress and Foreign Technology Division, WPAFB Ohio, and
performing system analysis and design. of the
Biographic Register/OCR has monitored our study throughout this period
and participated in the interagency discussions and meetings per-
taining thereto. The attached report is a compendium of our findings.
Study Conclusions
Some of the principal conclusions reached in the paper are as follows'
a. Scientific literature continues to be a significant source of
intelligence information on the closed societies of the Bloc
countries.
b. Neither "analyst files" nor commercial bibliographies, indexes,
and other available research tools (including those issued by the
Bloc itself) answer the intelligence officer's needs for a cumu-
lated, many-faceted, multi-subject index to the literature of a

given bloc country. OCR's Bibliographic Project, and the more
subject-limited Cross Cheek Project and OSI contract operations at
the Department of Agriculture and National Library of Medicine,
are attempts to fill this gap.
c. The Bibliographic Project, like most intelligence activities, is
difficult to assess in terms of dollar value. The problem is
exaggerated in the present instance by the absence of certain vital
statistics on file queries and by imperfect understanding of users'
requirements, especially as to scope of coverage (including country
as well as specific publication), indexing depth and content, and
priorities that should be applied thereto. While evidence exists
that the Project files N.4 being used to support the intelligence
analyst both directly and indirectly, more exact information is
needed.
d. If the Bibliographic Project is to continue its operations at the
present level each longer, it must automate. Not only is the
present system expensive in terms of space and personnel required
to operate the system, its continued growth renders it increasingly
leas responsive to the demands levied upon it.
e. An interim rather than a fully automated system is recommended for
the Project for the near term. Such a system would lessen some
of the current record-handling problems and, at the same time,
permit additional studies to be undertaken of problems peculiar
to the final Bibliographic File design as well as to the place of
such a file in any future DD/I information system.
Is lementation
Both the attached systems study, as well as this covering memorandum,
are addressed primarily to the goal side of automating OCR's
literature control file. Whether action can or should be taken now to
implement any of those technical recommendations is a matter for ADDS
and OCR to determine, preferably in concert, following suitable con-
sideration of staffing and budgetary problems as well as other external
factors. In any event, before even the interim system can become
operational, the tanks summarized below must be planned and carried out.
Of those listed, the first three can be performed more or less simul-
taneously; the remainder should be undertaken in the order given.
