MEMORANDUM FOR: Executive Director-Comptroller
SUBJECT : Requests for CIA Speakers
1. This memorandum contains in paragraph 6 recommendations for
your approval.
2. Pursuant to your memorandum of 30 August 1966, I met on
26 September with representatives of the Offices principally concerned
to discuss means of implementing the Director's decision to be more
responsive to requests from public groups for Headquarters speakers.
In addition to the Assistant to the Director, the Director of Training, and
the ADD/I, a representative of the DD/S&T was also present.
3. The group concluded that current procedures for
providing speakers to appear before non-Government organizations are
working satisfactorily and should be continued. Under these procedures,
as you know, requests for speakers go first to the Assistant to the Direc-
tor for review and then to you for approval. After-,;app'oval, the Assistant
to the Director selects the outline or text of the speech to be presented,
and the Director of Training chooses the speaker and arranges for his
appearance.
4. In the past, the Office of Training has supplied most of the
speakers for outside groups, using the same officers who regularly pro-
vide briefings on the Agency for various Government audiences. It is
clear, however, that OTR's "stable" of speakers may not be appropriate
for some of our new requirements and, in any event, must be augmented
to meet the expected increase in requests. DD/I and DD/S&T were asked,
therefore, to identify a number of senior officers who could be added to
our roster. Their names are included on the attachment.
5. Our meeting recognized the distinction that must be made in
selecting speakers who are to deal with substantive topics, as opposed
to those who are asked to talk about CIA in general. The former, we
believe, must continue to be chosen ad hoc, with DD/I probably sup-
plying most of them; but the general procedures ' an be followed
with these requests as well.

6. In line with the conclusions of our 26 September meeting, it is
recommended that:
a. present procedures (as outlined in for handling
requests for CIA speakers to appear before non-Government
groups remain in effect;
b, the Director of Training maintain an appropriate roster
of senior Agency officials who can be called upon to address
outside groups on behalf of the Agency.
