The report was next concerned with the organi?ationalpmoblems of the Komsomol. and, the growth of membership since the Fourth Conference. The Bray Committee has made a particular effort to set up Komsomol organizations on kolkhozes. Only eight kolkhozes in the Dray do not have a Komsomol organiza- tion. The growth of Komsomol membership among working youth, kolkhoz youth, and particularly among students, has been slow and unsatisfactory. The work of 293 Committees and secretaries of Komsomol organizations was claimed un. satisfactory at recent meetings of the individual organizations. A consider- able number of primary organizations did not admit any members in the last half of 1948. The serious decline in the Komsomol work in the schools and among teach- ers and senior pioneer leaders is evidenced by the fact that 200 Komsomol teachers have not completed secondary pedagogical education, two-thirds of these are not studying now, and 71 out of 162 practising senior pioneer lead- ers have not had secondary education. Session. 13 January -- Kraenoye Znaagra, No 11, 14 Jan 49 Secretary Shtepa of the Voroshilov Railroad Terminal Committee of the VT made the first report at the 13 January sesaion of the Fifth Primorskiy hay Zmaxamsl'Conference. Shtepa criticized the Frimorekiy hay Kamssomol Coasilttee for. its, failure to take interest in the activity of transport Kq*s0~ol organizations. The hay Cmittee is at fault in the disruption of the very important gathering of Stakhanovitee of the Primorekiy Railroad Sye- tea in 1948. Shtepa also criticized the kray Kcmeonol newspaper Tikhookeanskiy Komsmolets for not clarifying Kamsasol work in the city of Voros i aand for ging an extensive circle of writers in the cities and rayone of the kray. There are still many rayons which do not have defense groups, and the volunteer societies (D0SARM, D0B WT, DCSAV) are not suffi- ciently active. Honda stated that he has been in his position only 5 northe and has had insufficient experience, but the fray Committee has not aided his in his work. Delegate ?atigarov told of the leadership by the kray Komsomol organi- zation of the Pacific Ocean Fleet. Relaticns between the civilian and fleet Koaecaole were strengthened after the Fourth Conference one year ago. Lit- tle has been done to increase the nusber of youths studying naval affairs in the kray, and the organization of LOSYZAT groups is p.ogreseing slowly. Achieve- ments of Individual Xonsaaols in industry and agriculture were cited. The delegates sharply criticized the Oblast Committee and its directors for its failure to work with the lower-level aomsomcl organizations and for their bureaucratic method of operation. The Oblast Ccssittes is not efficient in its direction of the admission of youths to the Komsomol. The delegates re- ported that nearly 40 percent of the Komeaeol organizations in the oblast failed to admit any members in the second half of 1948. The Oblast Committee was also criticized for its inefficient leadership in the political education program. The Eighteenth Plenum of the TeX VUMM clearly defined the problem of political and ideological training of youth. More than 30,000 Eomeaomols are now studying in the Komsomol education system, but the general oondition of political training does not correspond to the requirements put forth in the Eighteenth Plenum. Directors of rayon and city Komsomol committees were also 9ritioi.sed by the delegates for their lack of cooperation in the political education program. They pointed out that the oblast Eossaaaol organizations contain many recently-admitted members who do not have the necessary training. The problem of political training of Kossoaaols was the pride topic of discussion. 25 January Session -- Sovetskaya sibir', No 17, 26 Jan 49 Ligaohev, Secretary of the Novosibirsk Oblast Committee of the VIEW, reported, at the Fifth Oblast Conference of the UUM, that there are 29,512 Kaaseols working -:)n kolkhozes, sovkhaaes, and 4STSs of the oblast and that 860 Koasa of control posts are in operation in industrial enterprises. The Kcrosonol organization aaaaitted 8,000 new members to Its ranks in the last 3 months of 1948. 1mn3' rayon Kaaacool organizations, however, such as in Oyashinskiy, Eltirasukekiy, and other rayons, are not utilizing the political and productive activity of youths and are inefficient in maintaining and in- creasing Z msomol mmaberahip. T- 13ers in indsetry and agriculture are not being accepted in sufficient n"iabers. Only 40.5 percent of the total member ship in the ablas4 organization consists of workers and kolkhoz workers. The number of Konsatiol political study circles and lectures for youth have in- creased. As of 1 January 1949, there were 2,767 KoQSnomol-youth political study circles in which 32,330 persons were given training. A total of 2,172 Kauemols are studying in nolfttcsl schools, 1,430 are independent political students, ant 773 are studying in the Koms tol divisinns of rayon party schools. First Pleura -- Sovetskaya Sibir', No 18, 28 Jan 49 The First Plenum of the Novosibirsk Oblast Committee of the VLEM was held on 26 January. The KCaeomoll, or geniza 'an in the city now has 32,376 members and 1,264 Icmmsomoi-youth bri- gades hw-` heen created in the city's enterprises. The city now has 610 po- litical circles in which more than 10,000 Komaomols are studying party history, biographies of Lenin and Stalin, the USSR Constitution, etc. More than 300 Koaeomols are studying in the party education system, 143 in rayon party schools, and 66 in the Night University of Marxism-Leninism; 2,52; Komsomols are attending night schools for working youth and 600 are in night and corres- pondence school courses of technical schools and institutes. Kryukov, a dele- gate to the oonferenoe, reported that the Komsomol organization at the Agri- culturAl Machine-Building Plant has created a circle for political study in which 150 Kcaao_ols and 20 nonunion youths are studying. Z KOMSOMOL N iBERSHIP INCREASES IN KCMSOMOL'SK -- Tikhookeanskaya Zvezda, No 4, 6 Jan 49 The Komsomol organization in the city of Komsomol'sk ha' more than 5,500 members. Sostikov, Secretary of the City Komsomol Committee reports that nearly 6,000 young workers in the city's industries completed the annual plan ahead of schedule, and that more than 500 have already completed the 5-year quota. The plants and construction projects in the city have 325 Eomea mol- youth brigades, almost one half of which were created this year. More than 5,000 Kameamols and nonunion youth are attending political study circles, night schools, and technical schools. Eleven new primary Kmscmol organizations have been created and 757 persons have became members of the V110M within the last 2 months. Delegates to the conference sharply criticized the rayon Komsomol organization and Its secretary, ladygin, for unsatisfactory management of the primary Komsomol organizations and for serious deficiencies in the education work among young people. The confer- ence demsanded that the newly elected Rayon Co mittee of the VLEM improve its war in the ideological training of youth and increase the leading role of the Koasamole in trade e'.r' L-adua% . CHITA CITY AND OBLAST E. C1OLS HOLD COsz new Chita City Conference -- Zabaykal'skiy Raboobly, No 7, 11 Jan 49 it was reported at the Eleventh Conference of the Chita City Komsomol Organization that the ideological education work among youth had improved after having been the target of severe criticism at the last conference. The city organization has taken in 1,41+5 new members since the last onference, but the growth of many primary Betoec?ol organizations in un?4rprises has not been satisfactory. The city committee is still allowing many working youth to remain outside the poli- tical education system. More than 600 Kommsomols in enterprises are not taking any kind of political training. More than one-half of the Komnnomole in the city organization have a primary education, but only 500 students are attending night schools. The following were among those who gave reports at the conference: Pyzhov, Secretary of the Chita Oblast Committee of the ~.ASM; Dubovoy, Chairman of the Chita Soviet of Wor'are' Deputies; Vasil'yev, Secretary of the Chita City Com- mittee of the VEP(b); and Voronov, Secretary of the Chita Oblast Committee of the VNP(b). The conference elected a new staff of the Chita City Committee of the VINSM and an auditing commission, also 50 delegates to the Fifth Chita Oblast Komsomol Conference. Chita Oblast Conference -- Zabaykal'ekiy Raboohiy, No 14, 21 Jan 49 The Fifth Chita Oblast Komr,amol Conference opened on 20 January. The following composed the presidium of the conference; G. I. Voronov and P. G. Colubev, Secretaries of the Chita Oblast Committee of the VKP(b); K. A. Koroteyev, Comandur of the Tranebaykal Military District; Pyzhov and Dmitriyev, Secretaries of the Chita Oblast Committee of the VLESM; and others. In a re-, port made by Pyzhov, Secretary of the Oblast Committee of the V1:&R4, it was stated that the Oblast Committee had given muoh aid to agriculture in the oblast, and had mobilized as many as 2,396 Komecmmole in cities and workers' settlements to help with harvesting on kolkhozes last August. Komsomol organizations in the oblaot, however, were criticized for not making suffioientl.y extensive use of their right to control the activity of the kolkhoz administrations in those kolkhozes where there is no party organization. Much of the effort of the Komsomol organizations since the Fourth Oblast Conference has been directed toward improving the political and ideological training of youth. More than 500 Kcmecmola were recruited to undertake the creation of a system of Kcesomol education and 740 party members offered their ,cervices as leaders of study groups, consultants, and lecturers. Eighty-five percent of all Komsaols in the Oblast and 6,000 nonunion youth are taking po- litical training at present. The Oblast now has 1,244 political study circles and political schools, 15 rarca night poli..ioal schools, 32 per u neat summers for propsipridiste, and 10 courses for directors of schools and study circles. In addition, there are more than 3,000 Kammsamols studying in the party educa- tion system, and 80 Kamsommols are making independent studies of Marxist-Leninist theory. The Oblast also has 155 Komsomol teachers' organizations in which 1,279 Komsomol teachers are studying. PRIMORSKIY KRAY GROUPS CRITICIZED -- Krasnoye Znav`ya, No 294, 12 Dee 49 There are many serious deficiencies in the party education system in Kalininskiy Rayon, Primorskiy Kray. The form of training for 55 members and candidates of the party has not yet been determined, and other training pro- grams In the system are not regulated according to the political and education level of the Comuniets. Attendance at acne educational circles and political eohoois does not exceed 50 percent and the method of taking attendance is in- efficient. The circle for studying the Short Course on the History of the VXP(b) in the, party organization of the Rayon Office of C mioations serves as a good example to other study groups. Effective training both as propa- gandist and as a student precedes each line of study in this circle. Every student takes part in discussing the basic questions posed by the propagandist. The most serious deficiency in most study courses is the lack of discussion of basic problems after the lecture has been delivered. Neither the primary party organizations nor the group of consultants, created especially to aid the in- dependent scholar of Marxist-Leninist theory, are in the bnbit of controlling or extending aid to these independent students. Both independent and organized party instruction suet be controlled more effectively and the party administra- studying ir_ the University of Marxism-Leninism and in the rayon part, schools has increased considerably, and 432 Ccuammiete in the oblast are studying in the correspondenoe division of higher and secondary school institutions. The TeX XP(b) at the emu time noted many serious deficiencies in the party education system. Mavlyanov, Secretary of the Andizhan Oblast Ccmmittee of the KP(b) Uzbek SSR, reported at the Second Oblast Party Conference that the party organization in the oblast increased by 50 percent in the period between the first and second Oblast Party Conferences. Among the new members, 64.2 percent are Uzbeks and almost one third of those admitted as candidates to the VKP(b) are Xomsomols. The proportion of Coomtunists who have higher and secondary school education in- creased from 36.7 percent in February 1945 to 41.5 percent in January 1949. The oblast, city, and rayon party committees have increased the network of pri nary party organizations in the period from 1 January 1945 to 1 January 1949. There were 574 primary organizations in the oblast on 1 January 1945, while there are now 790 primary organizat0ne, with a particularly great increase in the kolkhozea. In accordance with the Decree of the TeK V '(b) and the Soviet of Ministers USSR of 3 February 1948, the oblast party organizations and the Oblast Party Committee have made considerable efforts to strengthen the soviet organizations and extend their field of activity. Many communists who have bad long experience in party work have been sent to soviet organs. The staff of the executive ooezbittee of the Oblast Soviet of Workers' Deputies has been strengthened, with experioneed party workers; 174 of he .38 persons elected to the staffs of pity and rayon executive committees are party members and candi- dates to party membership. The Oblast Party Committee now includes a Night University of Merriam- Leninism, 26 rayon party schools, 264 political schools, and 96 study circles or the Short Course on the History of the PXP(b), as well as nearly 600 party members and o ida a ze party iesaberahip v ho are studying theory independently. The chief failure of the party education system in the oblast is that almost 1,500 Cc?-miets are not taking political training at present. Attendance at political schools and study circles hoe decreased in the first months of the school year. The party organizations are also failing to carry out the decree of the Eighteenth Plenum of the TeX KP(b) Uzbek SJR, which would ensure that all workers in an administrative position who have not hod more than a pri- nary school education should ocaplete general secondary school education in 3-4 years. The majority of the Communists are now working in industrial enterprises, rail- road transport, and cooperative and local industry. During the period 25 August 1947 - 1 January 1949, the party accepted nearly 150 persons for member- ship from among the beat vorkors, engineers, and technicians, and Intelligentsia. It meet be pointed out, however, that the growth of the party membership from among leading workers and engineers, etc., has been very slow in some cases. The party organization at O1_ Plant No 6, Sawing Factory No 9, and other enter- prises did not take any members into its ranks during that period, and the party organizations at the "gemaunar" Plant, the cannery and the locomotive depot took in only one member each. A total of 200 Communists are studying in the Night University of Marxism- Leninism, 218 are in the'bity party 'school, nearly 500 in the political schools, and nearly 600 party members and party candidates are studying the Short (;oin- on the History of the VXP(b) in study circles.
