The NSC staff has made it clear that they do not want us to negotiate with the Committee on the bill. We believe, however, that it would be reasonable to offer to assist the Committee in redrafting the more objectionable parts of the bill as long as we make clear that we cannot in any way guarantee Administration support for the changes.
