At the 58th Meeting the President directed the Council (NSC Ac-
tion No. 3o8-b) to resurvey all policies affecting the entire
perimeter of the USSR. A partial and preliminary response to this
directive, Part T, "Estimate of Passible Further Soviet Moves in
the Light of the Korean Situation and Their Effect on the Position
of the United States", prepared by the NSC Consultants and Staff,
was circulated on July 1 as NSC 73 for the information of the
Council. A revised report, including Part II, "U. S. Actions to
Counter Further Soviet Moves in the Immediate Future", also pre-
pared by the NSC Consultants and Staff, was submitted for Council
consideration as NSC 73/1. In drafting NSC 73/1 the NSC Con-
sultants and Staff took into consideration the statement by the
Chairman, NSRB, as suggested by him and as noted by the Council
in NSC Action No. 315. (See the reference mamas of July 6 and 7.)
At its 63rd meeting, the NSC referred NSC 73/a. back to the NSC
Staff for reconsideration in the light of the revisions proposed

Pursuant to NSC 61, a report by the Under Secretaries of State
and the Army, and with the concurrence of the President, repre-
sentativesfor a Working Group were designated by the Secretaries
of State, Defense, the Treasury, and Commerce, and by the Economic
Cooperation Administrator, to prepare a report for consideration
by the Council, the Secretary of the Treasury and the Economic
Cooperation Administrator looking to closer coordination of
economic and military aid programs generally for Far Eastern
areas. The report, prepared by the Working Group with the assist-
ance of a representative of the Bureau of the Budget, was sub-
mitted-far consideration by the reference memo as NSC 61/1.

Pursuant to par. 2$ of NSC 1$/~, approved by the President on
November 18, 194g, the Secretaries of State and Defense, the
Acting Chairman, NSRB, the Attorney General, and the Director,
Bureau of the Budget, designated representatives to assist in the
preparation of a study on the methods by which the United States
can make available military assistance to meat emergency needs
not provided for in existing legislation. Preliminary drafts
by State, Defense and Justice were incorporated in an over-all
draft prepared by Defense, which was considered together with
a memo by Budget, at a March 9 meeting. A recent study bar State
indicates that, with the passage of the amendments to the Mutual
Defense Assistance Act of 194g, the President's powers have been
considerably broadened with respect to emergency military assist-
ance, and concludes. that the President has ample authority to
act in emergencies. The suggestion, concurred in by the senior
NSC staff members and the representatives referred to above,
that the directive contained in par. 2$ of NSC 18/4 be cancelled,
was circulated by the reference memo dated August 17 for memorandum
action by the Council; the Secretary of the Treasury, the Attorney
General and the Director, Bureau of the Budget. Approved by

Atomic Energy Commission, have undertaken a consideration of the
general problem of weapons information, including atomic weapons,

the subject. The NSC Consultants and a representative of the
Atomic Energy Commission are considering a draft report, circulated
by the reference memo, which was prepared by the Executive Secre-
tary in accordance with the discussion at a meeting on June 22,

Ad 'Hoc Committee from Executive Secretary, subject, '''Initial
Questions Confronting the Committee", dated April 28, 1950)
A letter from the President and the report by the Secretaries of
State and Defense on the subject referred to therein, were cir-
culated as NSC 6$ and discussed at the 55th NSC Meeting. The
Secretary of the Treasury, the Economic Cooperation Administrator,
the Director, Bureau of the Budget, and the Chairman, Council of
Economic Advisers, ]~articipated in this Council action. Pursuant
to NSC Action No. 289-b, an ad hoc committee was established to
prepare a response to the President's directive in NSC 68 as a
matter of urgency. Pursuant to NSC Action No. 302-b, this ad
hoe committee. was further authorized to study and make recom-
mendations with respect to the orgganization of the government to
implement the Conclusions of NSC 6$ in the event those Conclusions
are approved. At its 62nd Meeting the Council noted a statement
by the President on the subject, establishing the deadline date
of September 1, 1950 for submission of the Council's response to
his directive in NSC 6$ (NSC Action No. 321.} The President's
statement was accordingly referred to the ad hoc committee for
appropriate action, and the committee met again on Monday, July
3l to determirp the most expeditious means of completing a draft
response to the President's directive for Council consideration
prior to September 1. Pursuant to NSC Action No. 3~+2-b, the
senior NSC staff assumed responsibility for this project and is
currently considering a draft response distributed August 21,
which contains departmental programs and cost estimates. Await-
ing completion of draft response by the senior NSC staff, with
the advice and assistance of the members of the former ad hoc
committee. (See also NSC. 73 project Section 2.)
PROVISI ON OF ARMED FORCES FOR THE UNITED NATIONS
Draft report on the subject, transmitted by the Deputy Under Secre-
tary of State, recommended the preparation of a report for Council
consideration. Initial draft by Department of State circulated to
NSC Staff March. 31, 1950. At its meeting on August 11, the senior
NSC staff agreed that the Departments of State and Defense should
be responsible for preparing recommendations on this question.

At the suggestion of the President the NSC Staff has been requested
to prepare a report on the abovQ subject for consideration by the
NSC. CIA Intelligence Memorandum No'. 296, "Current Situation in
the Philippines", furnished to Consultants and Staff June 9; and
preliminary ORE 33-50, "Current Situation in the Philippines",
furnished the Staff June 27. Initial draft by State furnished to
Staff June 20, 1950. Report on the subject in preparation by the
Joint Chiefs of Staff will be furnished to the Staff for use in
preparation of a report for the NSC. .Awaiting JCS report.
