As a characteristic example one may cite the water tempera'-
'cure observations on the Yeni.sey at Dudinka (the lower stream).
Here, during l9Lt6, observations were conducted at the shore, in
the zone of influence of the Dudinka River, which i'J.ows in at
the side. The water temperature fluctuated sharply and showed
no coordination at all with the onset of ice formation. Be-
ginning with 1916 observations were conducted here From the
expeditionary launch Oiprorechtrans via an excursion out on the
Yenisey River where the influence of the Dudinka River is ex'-
chided. These data turned out to be representative and there'
fore frp from the sh.azce~er~ above Moreover,
attempts to utilize them for forecasting the beginning of ice
formation at Dudinka were successful.

It seems to us that the question of designatin a network
of points within the region of aotivity of a UGMS wherQ repreM
sentative observations oi' water temperature must be conducted
(with the assurance of floating equipment for these points) hELS
come to a head. In additions instructions for the conduct of
such observations should be compiled. In the working out of the
instructions the period during which the supplementary observaw
Lions should be conducted should be established. For purposes
of hydrological forecasting, observations are necessary in the
period lion, the moment the water temperature drops until the be-
ginning of ice formation.
It is essential to point out that the problem posed is
of primary significance for the great rivers of Siberia, which
present the greatest interest for navigation.
It should be noted th~.t water temperature observations
can be successfully conducted by the vessels of the river
flotilla which are out on voyages. In this connection it is
essential to establish contact with the appropriate organizations
of the Ministry of River Flotilla.
