I. LIVESTOCK AND POULTRY CONTRACTS 1. The Ministry of Food Industry will contract for the purchase of live- stock from individual or collective farms, _ivestock cooperatives, agricultural cooperatives, or any other type of agricultural organization. 2. Producers who enter into such contracts with the state will benefit from reduced grain, meat, and milk delivery quotas. They will be paid in ac- cordance with. the weight and quality of the livestock which they deliver. 3. Producers contracting for periods of 1-3 years will receive the fol- lowing additional benefits: a. Low-interest loans will be granted by the Agricultural Bank (Banca Agricola) for the purchase of livestock and feed. Building materials will be made available at official prices, for the maintenance and upkeep of earns. c. Prices will be increased 5 percent for ali livestock delivered in the second contract year, and 10 percent for all de ivered in the third contract year. d. Compulsory meat and grain delivery quotas will be reduced in pro- portion to the quantities of meat delivered under the terms of the contract. e. Breeding and fattening stock may be obtained at official prices, f. Free veterinary service may be obtained for stock under contract. 4. The following requirements will apply to all hog contracts: a. The compulsory grain quota is reduced in any given year by 125 kilo- grams of corn or other grain for each fattened or semifattened animal delivered within that year. c. Cattle raisers living in mountain villages may purchase 200 kilo- grams of corn at official prices for every head of cattle delivered. d. Animals delivered during the second quarter of the year, and be- longing to weight groups 2 and 3, will bring one leu per kilogram more than shown above. c. In a given year, the following reductions for each animal delivered will be made in the mandatory quotas of milk: 150 liters, if producer contracts to deliver calves in weight groups 2 and 3; and 100 liters, if producer con- tracts to deliver calves in weight group 1. ci. Compulsory meat quotas will be reduced as follows for each animal delivered in the year of delivery to the state: Weight Group Quota Reduction (in kg per head) 1 35 2 40 3 50 9. The following conditions will apply to contracts for deliveries of sheep: a. In a given year, the following reductions will be made in the manda- tory quotas of fresh meat, for each sheep delivered in that year: 2.5 kilograms of meat for every sheep weighing 35-40 kilograms; and 3 kilograms of meat for every sheep weighing over 40 kilograms. 10. Producers will receive the following prices and advance payments for deliveries of lambs: Liveweight Liveweight Maximum Ad- at Delivery Price (in vance Payment (in kg) lei per kg) (in lei per head) Compulsory yearly quotas of meat will be reduced by one kilogram, for every lamb delivered to the state within one year after signing the contract. 11. In a given year, producers may buy 1.3 kilograms of corn at of- fic 1 prices for every kilogram of poultry delivered to the state during that ar. b. In a given year, the following reductions will be made in the mandatory quotas of fresh meat, for each fowl delivered in that year: .6 kilograms of meat for every duck; and 1.3 kilograms for every goose, tom turkey, or hen turkey. 12. Contract conditions stipulated above will also apply to hens of good breed. 13. Prices and purchase conditions for livestock and poultry are fixed in Appendix I (not available for this report). II. CONTRACTS FOR MILK AND MILK PRODUCTS 14. The Ministry of Food Industry will contract for the purchase of milk or milk products from individual farms, agricultural collectives, producer co- operatives, and any other type of agricultural association or cooperative. 15. The following prices will be paid for milk (maximum advance payment to be 50 percent of the value of milk contracted for): Period of Fat(in Content Price (in lei Milk Delivery %) per liter) 1 May-31 Oct 3.5 1.2 1 Nov-30 Apr 3.5 1.45 Producers living in the vicnity of Bucharest or in the supply zone of the Muresul Dairy will be paid as follows (maximum advance payment to be 50 percent of the value of milk contracted for): Period of Fat Content Price (in lei Milk Delivery (in per liter) 1 MaY-31 Oct 3.5 1.45 1 Nov-30 Apr 3.5 1.75 a. For every liter of milk delivered under contract, producers may purchase up to .6 kilograms of feed. b. In communes where producers skim the milk themselves, individual producers may purchase .5 liters of skimmed milk at .25 lei per liter, for every liter of [whole?) milk delivered to the state. c. Producers who have gestating cows may receive an advance of 100 kilograms of concentrated feed per gestating cow, during the eighth month of the animal a gestation, provided the producer obligates himself to deliver milk as per the terms of the contract as soon as the cow is ready to give milk. d. Producers contracting to deliver milk to the state may receive low-interest loans from the Agricultural Bank to purchase milk cows. The Ministry of Food Industry will supply milk separators to all state farms and agricultural collectives. 17. The following conditions will apply to deliveries of ewe's milk or milk products: a. Two lei will be paid per liter of ewe's milk, if the milk has a 6-percent fat content. b. An advance payment of up to 30 percent of the value of ewe's milk or milk products contracted for will be paid. c. Producers may purchase up to .6 kilograms of feed at official prices for every liter of milk delivered under contract. d. The executive committee of each people's council will make available sufficient pasture land to producers contracting for ewe's milk deliveries. 18. Producers contracting to deliver ewe's milk products will benefit from the same prices and advantages as the producers contracting for deliveries of cow's milk. 19. Purchases of milk may be made as follows: a. Producers selling cow's or buffalo's milk may purchase up to .5 kilograms of concentrated feed for each liter of milk delivered. b. Individual producers may purchase skimmed milk, in quantities equivalent to up to 30 percent of the [whole?] milk delivered, at .25 lei per liter. IV. CONTRACTS FOR WOOL 20. The Ministry of Light Industry is authorized to purchase wool, either on the basis of contract or through direct purchase. 21. Contracts will be made only for ruw wool. 22. Producers contracting to deliver over 25 kilograms of Merino or Spanca wool per sheep are exempt from regular, . breeds of sheep, respectively. compulsory wool and milk quotas for those . 24. Producers contracting to deliver wool will benefit from the following advantages: a. At the time of contract, they will receive an advance payment equal to 20 percent of the total value of the contract. b. They may purchase, at state prices, the following quantities of corn for each kilogram of wool contracted: for one kilogram of Merino wool, 5 kilograms of corn; for one kilogram of Spence wool, 3 kilograms of corn; and for one kilogram Tsigay wool, 3 kilograms of corn. Producers may purchase other types of feed instead of corn if they desire to do so. c. Executive committees of people's councils will make available to producers sufficient pasture land for the sheep under contract. 25. Wool purchases will be made according to provisions in Appendix III [not available for this report; no reference to an Appendix II). 26. Producers selling livestock, poultry, milk, dairy products, and wool under contract may purchase goods on the open market. 27. Producers selling livestock under contract may purchase, in addition to the above, the following quantities of shoe and sole leather: Category For each head of cattle weighing less than 600 kilograms For each head of cattle weighing more than 600 kilograms Sole Leather Shoe Leather kin k in ft 1.5 3.5 1.0 3.5 28. All agricultural collectives contracting to deliver livestock and poultry will be paid 10 percent more than the list prices, and livestock co- operatives, producer cooperatives, and individual members of collectives will be paid 5 percent more than the list prices for livestock or poultry delivered. 29. The Ministry of Food Industry will make contracts with livestock co- operatives for combined deliveries of meat, milk, and wool. 30. Producers contracting for deliveries of livestock, milk, and milk products may purchase waste and residues at official prices from sugar, alcohol, beer, starch, and milk-products factories. The Ministry of Food Industry may contract for livestock deliveries even with those producers who h a STAT ve to el meat and livestock quotas to the stat e. fTheeproduceriwilltbeiexemptufromycompulsory delivery of any meat or meat products to the state until he has fulfilled the terms of the contract, at which time the amount delivered under contract will be deducted from his compulsory delivery quota. Animals covered in contracts may not be levied upon in settlement of any private debt of the producers. 32. Collectives delivering livestock ant poultry under contract may pur- chase trucks through regular raion channels. 33. Veterinary and public health organs of the Ministry of Agriculture and Forestry must vaccinate free of char, contract. e all livestock and poultry under 34. The terms of the contract are enforceable by both the producer and t}r state. Any resulting court action will be tried according to provisions of Decree No 274/1954. 35. Contracts must provide for penalties t delay in delivery of livestock under contract, v incurr d for each day of 36. Producers delivering animals below the category semifattened will be entitled only to the sales price, losing all right to reductions in their compulsory quotas of meat and grain. 37. Producers who were given reductions in their compulsory milk delivery quotas by virtue of their contracts to deliver calves, and w}o delivered animals below the minimum weight standard, will be obliged to deliver milk to the state in proportion to the loss of' weight of the animal. 38. State enterprises under the Ministry of Agriculture and Forestry which, in the past, handled the purchase of animals will be abolished as of 15 January 1955. Their duties will be taken over by the Ministry of Food Inuustry. 39. ORACA [Oficiul Raional de Achizitii si Contractari de Aninale, Raion Office for Livestock Procurement and Contractingj in the Ministry of Food In- dustry can contract for breeding animals upon approval of specialized units of the Ministry of Agriculture. 40. The Ministry of Food Industry with the aid of the Ministry of Domestic Trade will arrange for the sale and s.orage of variouz kinds of nerchandise in every raion. 41. The Ministry of Food Industry with the aid of the Ministry of Agri- culture and Forestry will arrange periodic fairs for displaying livestock under contract. Leading producers will be award,-.d prizes and certificates. 42. Hamlets and villages considered to be in mountainous regions will be so designated by the State Committee for the Collection of Agricultural Produce. 43. Producers living in the Arad, Baia Mare, Hunedoara, Oradea, Stalin, and Timisoara regiunes, and in the Hungarian Autonomous Regiune, will receive bonuses of 500 lei worth of agricultural tools, for each animal weighing over 1,000 kilograms in the extra-fattened category. For every hog weighing over 25v kilograms, producers will receive 250 lei worth of agricultural tools. 44. Contracts negotiated before the date of this decree will be car- ried out under the terms of the present decree. 45. Yields per animal will be fixed in Appendix IV [not available for this report]. Regiunes will be divided into catecories in Appendix V [not available for this report]. 46. All previous regulations pertaining to contracts for livestock and animal products, included in decrees No 3,01411953, No 1,846/1954, No 1,782/1954, and No 419/1954, are hereby annulled. 47. By 1 February 1955, the Ministry of Finance, the Ministry of Atri- culture and Forestry, and the Ministry of Food Industry will issue instruc- tions with reference to the procedure for obtaining state loans. 43. Prices of feed, animals, and milk will be announced by 1 February i9615- 49. Instructions for drafting contract; for livestock, poultry, and milk will be issued by 1 February 1955.
