5. Occasionally there arise in the MSC Ste:Erma:dame of an
organisational or operational nature which are outside of my
cognisance as a nenber of ONE, but with whien I have to deal as
the representative of CIA. These eases have been a source of
great difficulty in the past, for vent of a proper CIA staff to
which I could refer than. Bowers, the appointment of Mr. Kirkpatrick
as &sanative As affords the relief I require in this respect.
In the future 1_0194 obtain from or through bin a coordinated CIA
position on such heed- lie; the designation of
a proper person to represent CIA directly with respect tc then.
