USSR Date FIELD REPORT NO. THIS IS UNEVALUATED INFORMATION. SOURCE GRADINGS ARE DEFINITIVE. APPRAISAL OF CONTENT IS TENTATIVE. 1. There are four missile artillery brigades (raketnaya artilleriyskaya brigada) stationed with the Group of Soviet Forces, Germany (GSFG) in East Germany. Two of these brigades are designated as atomic weapon missile brigades and the other two brigades are equipped with conventional (H,E.) warheads. The nuclear warheads are stored separately in two special underground nuclear storage depots (whereabouts unknown). The nuclear warheads are in Soviet hands and will not be given to the East Germans; they are held in reserve under the control of the Presidium of the Central Committee of the CPSU in Moscow, under the orders of the Commander-in- Chief (Khrushchev). In the field there is no subdivision between missile artillery and conventional artillery; both are under one command, in this case under command of Col. Gen. Frolov, Chief of Artillery in the GSFG. Maj. Gen. Kupin,previously commander of artillery of a tank army in the GSFG, was recently appointed deputy to Frolov and. is in charge of all depots, firing. ranges, ordnance shops, etc., and has his own artillery directorate (artilleriyskoye upravleniye - AU) for operating these,jiepartments. -Col. Khoroshilov is chief of Staff under Kupin. 3. Engineer Col. of Artillery Gryzlov is chief of the above mentioned directorate (AU) and has.been responsible for the establish- ment of the nuclear warhead storage depots and other support facilities, assisted by engineers from the Dzerzhinskiy Artillery Engineering Academy. Both dummy and operational. firing positions have been prepared, and are used in field exercises. 4. Concern has been voiced over unsafe working conditions in the nuclear storage depots and of insufficient protective devices.:. for personnel working there; adequate safety measures may exist in laboratory conditions but are not yet sufficient for field/combat situations. Trouble has also arisen in the storage of the rockets themselves; leaks have been detected when the rockets come to be placed in the test fuelling position and faults have'been found in the electrical system. 5. One missile brigade is located at Weissfeld, fifteen kilo- meters from Naumberg (sic, probably Weissenfels near Naumhur.g) , ,.under command of Col. Fedorov, FPN 01445. It comprises four battalions (divizion) equipped with R-11 missiles. qne battalion went to Kapustin Yar in June 1961 for firing practice. Fedorov is also garrison commander of the town. A motorized rifle regiment is stationed in the same town. 6. One of the other missile brigades (number not known) is commanded by Maj. Gen. Vinogradov. 7. Personalities a) Col. Gen.
