Dear Mr. Chairman:

The Security Protective Service, formed by the Director of
Central Intelligence pursuant to Section 15 of the CIA Act of
1949, 50 U.S.C. ? 4030, will face additional burdens during
Fiscal Year 1987 as the Federal Protective Service transfers
responsibility for protection of all Agency facilities in the
Washington Metropolitan area. The Office of Security is
negotiating an orderly transition for this transfer of respon-
sibility from GSA to CIA, and this letter is to inform you of
the present schedule for deployment of the Security Protective
Service to additional Agency buildings.

As is apparent, the upcoming year will place a heavy burden
on the Security Protective Service. Recruiting and training of
sufficient personnel to meet these new responsibilities is a
considerable challenge. As I noted in an earlier letter, the
performance of the SPS has been exceptional and gives us every
confidence in their ability to meet the new challenges ahead.
