MEMORANDUM FOR THE RECORD
Morning Meeting of 15 June 1966
R. Jack Smith tabled a memo which had been requested by
Robert Barnett of State which assessed the effects of loosening U.S.
controls on trade with Communist China. The DCI suggested that a
copy be sent to Secretary McNamara. A discussion ensued regarding
Rostow's understanding of bomb damage studies.
Godfrey noted the Press today on the absence of Castro recently
and the report on this subject. He tabled a memo on
which is timed for the latter's visit this month. The DCI
stated that he would call Marvin Watson to alert him to this memo.
Bannerman noted that the House had approved an appropriation
for expanding the Embassy in Saigon. He also noted the problem of Air

deSilva noted the report that the elder bonzes in Saigon had
appealed to Tri Quang to cease his strike.
Houston clarified the matter as to where supergrades' financial
reports would reside.
Bross noted that he had received a call from in which
the latter indicated that General Taylor wants to be briefed on the
Watch Committee and the National Indications Center. It was agreed
that this matter would be deferred until Mr. Os return. He noted
that a review of the Combined Intelligence Program was underway in
the Pentagon at the present time.
The DCI noted that had been appointed as Head
of IDA, and he requested that the General Counsel review this matter.
In this connection, Kent noted that ONE had had problems with IDA in
that the latter had misused NIE's.
