In S~larch 1,981_ tlr~ DDC:L directed the D/PPPlI to estab"lisp, a protacol
office similar t.o that of NSA. "I7-i.a_s office leas to have. responsibility
far providi,-~g direct support to the DCI and DDCZ in the condL~ct of a ~ra.r iety

2. The D/PPP,~I, DD/PPPi,I, and I visited NSA and recei~recl detailed
hrie:):itags on the protocol fLUZCtiazz. We found that the chie:E of this
activit.}y is a GS-14 and that she directs all NSA a:~Taxcl cere,r~onies, official
