DD/I said that he met yesterday with his Office Heads and Bill Hyland from ONE to provide proper guidance for briefing on or dis- cussing Vietnam with the foreign liaison officers. OCI will conduct a weekly Vietnam briefing for them, and procedures have been tightened for discussions of intelligence on other areas. Kent reported that the briefing session for Secretary Nitze yes- terday seemed to go well. DD/S explained a new system of commuted travel which the Agency is using to save costs. Carver called attention to a cable from George Allen indicating that the second test of the pacification criteria had gone better than the first.
