SUBJECT: Unauthorized Disclosure Analysis Center
1. In order to focus efforts to combat unauthorized disclosures of
classified intelligence information, I recently expanded the mission of the
Unauthorized Disclosure Analysis Center (UDAC), relocated it from Rosslyn to
Room lA34 Headquarters, and authorized additional staffing. In its expanded
role, the UDAC will serve as the Intelligence Community focal point to receive
and synthesize information on intelligence disclosures, conduct liaison in
pursuit of a cohesive and vigorous approach to investigating unauthorized
disclosures, develop material to raise awareness of the pernicious effect of
unauthorized disclosures on the national security, and support DCI and
Intelligence Community efforts that unauthorized disclosures are
resolved to the extent possible.
2. The UDAC will continue development of its register of unauthorized
intelligence disclosures, preparation of reports on the numbers and nature of
unauthorized disclosures of intelligence, review of selected publications and
liaison with the Community on apparent disclosures of intelligence,
preparation of recommendations for DCI/DDCI action regarding specific
disclosures, and formulation of proposals to stimulate action to counter
unauthorized disclosures. In addition, the UDAC will advise the DCI of
intelligence disclosure investigations in progress in the Community, advise
Community agencies of apparent intelligence disclosures in their areas of
interest and/or ex ertise, and support interagency coordination efforts by
senior official
