MEMORANDUM FOR THE RECORD
SUBJECT: Resume of OCB Luncheon Meeting, 1 June 1960
PRESENT: Mr. Allen, Mr. Dulles, Mr. Gray, Mr. Harr,
Mr. Irwin, Mr. Merchant, Mr. Riddleberger,
Mr. G. Smith (State), Mr. Scribner, Mr. Smith
1. Possible Working Group on China
Mr. Gray said that the Sprague Committee had been concerned
about why no OCB working group existed for Communist China.
Mr. Gray had replied that normally the working groups are established
after a particular NSC policy is approved and that no such policy
exists for Communist China.
Mr. Gray said, however, that perhaps in this case some kind
of interagency group might be set up. Mr. Merchant had no immediate
objection but undertook to explore the matter further in the State
Department. One possible disadvantage was cited - that is, that if
the establishment of such a committee became fairly widely known
it might give rise to rumors that a policy change is in the making.
2. U-2
The DCI told the Board about his testimony yesterday before
the Fulbright committee. He mentioned particularly the enthusiastic
response of the committee to the photographs which Mr. Dulles showed
them. This led to a discussion by the Board of whether or not it
would be advisable to let friendly governments see them. The
consensus seemed to be that in the absence of any particular local
objection it might be a good idea in the case of NATO and certain
other allies.

3. Radio Mambi
The Board next discussed the virulent anti-American, and
particularly anti-Eisenhower, propaganda being broadcast by the
Cuban Radio Mambi. Mr. Dulles undertook to check the distribution
that the content of these broadcasts receives via FBIS and to discuss
it further with the Board next week.
4. Chile Disaster
Gen. Gruenther was present for this item.
Mr. Harr and Mr. Riddleberger outlined the steps that had
been taken by various elements of the U.S. Government to help
alleviate the conditions in Chile resulting from the series of earth-
quakes. Gen. Gruenther did the same with respect to Red Cross
activity. Mr. Harr said that the President was particularly interested
in making sure that all appropriate assets of the Government are
mobilized for this purpose.
Mr. Merchant said that the State Department has been working
on the compilation of standard procedures to cover U.S. reaction in
similar instances in the future and commented that the project would
be pushed. He noted that this might be a useful exercise in connection
with preparation for possible nuclear or other disasters in this
.country.
