MEMORANDUM FOR THE RECORD
Morning Meeting of 11 October 1966
The Director was on the Hill. Admiral Taylor asked the
Executive Director to conduct the meeting.
DD/I mentioned that his directorate will brief Russ Blandford,
Chief Counsel of the House Committee on Armed Services, in con-
nection with his projected trip to Europe.
DD/I said that Senator Jackson has asked for unclassified
information on the Sino-Soviet split by 13 October which he could
use in preparing a speech. Admiral Taylor expressed interest and
the DD/I said that he could supplement this package with classified
information which would be of even greater interest for the Admiral.
DD/I stated that the White House had asked for
on the President's speech of 7 October and that this will be delivered
this morning. In connection with Presidential trips, he mentioned
that it is standard procedure for his directorate to publish informa-
tion which would supplement the Estimates on security. The first
such supplement, on the Philippines, is being distributed today.
Admiral Taylor asked if the President is considering a stop in South
Vietnam, and Carver replied that this is under consideration but he
cannot determine how seriously.

Kent tabled a memorandum for the Director on the "Warning"
Estimate, NIE 11-10.
DD/S raised the subject of a fourth building in Rosslyn and con-
cluded that such a project could not be justified on the grounds of
space shortage. Executive Director agreed.

Carver noted an NBC newscast concerning views in the UN
of Hanoi's attitude toward U Thant, and said that the Agency does
not agree. Executive Director asked Carver if he had reported
to the Director on the Sheehan article in Sunday's New York Times
Magazine Section. A discussion of the article followed.
A-DD/S&T reported on a press item in the Washington Post
characterizing the USSR as leading the U. S. in the moon race, and
noted that he had briefed General Cabell and others to the contrary.
Admiral Taylor said that he had been asked to speak before a
group of St. Louis businessmen. The Executive Director said that
the Director is generally in favor of such appearances as long as
they are made on an off-the-record basis. Admiral Taylor said he
will discuss the matter with the Director.
Admiral Taylor initiated a discussion of the "Warning" Esti-
mate. The Executive Director asked that and the A-DD/S&T 25X1
ensure that the Director is up to date on this problem.
Executive Director noted that the scheduled adjournment of
Congress on 22 October would adversely affect passage of the
Agency's legislative package.
Executive Director explained the Agency's dilemma in funding
operations in Southeast Asia, and the tight personnel ceiling antici-
pated for FY '67 and FY '68.
