Dear %ts. Peterson:
Your letter of 26 February 1987 proposed that CIA material at NARA
classified TDP SECRET and over thirty years old be downgraded to SECRET
to reduce costs of safeguarding, accountability and control. I agree
with your proposal and hereby authorize the National Archives and Records
Administration to downgrade TOP SECRET CIA material that is thirty years
old or older to SECRET with the exception of foreign government information
which must not be downgraded unilaterally.
