1. Upon the formation of OIT in 1984, a number of programs
and activities formerly managed by the Engineering Division, OC
were transferred to OIT. OC-ED continued to retain
responsibility for providing engineering support to OIT on
certain domestic communications programs, including the
Headquarters Area Transmission System (HATS). At that time,
responsibility for overall system management, requirements
collection, and liaison of the various domestic wideband services
appears to have been overlooked.
