(FOR KEY SEE REVERSE) 50X1-HUM 10 the evolution of the Soviet advisor system within the MBP (Ministry of Public Security) can best be explained in the following chrono- logical ordar4 12,44:7194_. 7 When the MBP was organized in 1944 every chief of a UB (Security Police) provincial office had a Soviet advisor. In addition, every operational, branch within the UB provincial headquarters had a Soviet advisor. The Personnel Office and the Bureau for Employees also had an advisor within their Structure at the provincial headquarters. Every district UB office also had a Soviet advisor. If a district office were exceptionally large 50X1-HUM it would have two or three advisors? Soviet control was extremely strict and no action could be taken unless it was approved by the advisor. There 'Was a Soviet advisor for evety department and branch of the 1947-1949 After the Polish elections of 1947, the Soviet advisors were recalled from the UB district offices. A semblance of the Soviet advisor system remained on the basis of one ad- visor to each department of the MBP. The control was the same but it took effect at the departmental level. This system lasted until the Beria af- fair. 1251 After the Beria affair, Soviet advisors were returned to the provinces to serve the UB provincial chief. each 50X1 -HUM UB provincial chief had an advisor and the advisor's deputy to guide him. On the departmental level there was an advisor for each department. 2. In conjunction with the advisor system, there were special Soviet operational groups in each province which ran important cases in accordance with instruc- tions from within the hierarchy of the advisor system. Once the Soviet opera- tional groups took over a case, the MBP never heard about the case again. 3. Soviet advisor personalities Senior Advisor Lalin (fnu), probably a general or at least a colonel, was ap- pointed to replace Kowaliczuk as chief security advisor. 50X1 -HUM? 50X1 -HUM General Kowaliczuk, former Senior Advisori was recalled to Moscow from Warsaw shortly-before news of Beria's arrest was released.
