(U) I am pleased to nominate Mr. as the NSA candidate STAT for the Chairmanship of the Computer Security Subcommittee, replacing Mr. who recently retired from NSA. If selected this STAT chairmanship would be considered as a primary duty for Mr. and he STAT is prepared to make a full commitment to the active tion of the goals and objectives of the committee. We offer Mr. for a two STAT year assignment, at which time we would welcome the opportunity to participate in selection of his replacement. 2. (C) At the present time Mr. is the Deputy Chief of the Office of System Software under our Deputy Director for Computer and Telecommunications Services. He has an outstanding career record in the mathematics, computer, and training fields, as well as a background in dynamic leadership and accomplishment through the committee process, particularly in the technical and operational application of the computer function. I believe Mr. would serve the DCI and the Intelligence Community extremely well in trils capacity. CA brief sketch of his career is enclosed.) 3. (FOUO) As you know, NSA has extensive involvement in computer security actions and has recently been designated to establish and maintain the DoD Computer Security Evaluation Center. With Mr. as the head of the Computer Security Subcommittee this should enhance community-wide compatibility of activities in this highly important field. "int Q., 77 n ,ik ?ma I Md PL 86-36 impressive career in signals and member of the STAT STAT has had an as a mathematician From 1962 to 1966 Air Force at NSA, he was involved in signal communication processing and analysis emphasizing computer programming techniques toward the solution of speech problems. From 1966 to 1968, Mr. was on special assignment STAT as a Project Scientist in the Information Sciences Directorate of the Air Force Office of Scientific Research and was involved in evaluating a wide variety of research in the Information Sciences being conducted in private industry, educational institutions, and other government agencies. After joining NSA as a civilian in 1968, Mr. was assigned to the National STAT Cryptologic School until 1979 where he began as an instructor of computer science and ultimately became the Deputy Chief of the Analysis, Design, and Development Department of the School. While assigned to the NCSch, Mr. specialized in computer and mathematics applications, particularly STAT procedure-oriented algorithmic languages, e.g., ALGOL. From 1970 to 1977, he was head of the School's Computer Science Department and was responsible for ensuring the total development and presentation of computer science computer operations, and mathematics courses. Since early 1979 Mr. STAT has served as the Deputy Chief of the Office of System Software, un er the Deputy Director for Computer and Telecommunications Services. (U) Mr. has a BS (University of Massachusetts) and MS (University of Utah) in mathematics and has attained professional certi- fication at NSA in the following career fields: mathematics, computer systems analysis, cryptologic mathematics, and education and training.
