He requested the Board of National Estimates to consider how to sharpen up the estimate in an endeavor to make it more useful to the policy makers. General Carroll agreed with the Chairman, saying that as it now stood it appeared to represent "all things to all men". Dr. Kent expressed the hope that each USIB member would make his views on the estimate available to his representative to assist in the coordination of a revised version, The Board then agreed to: a. Remand the estimate to the BNE for reconsideration and revision. b. Coordination of the revised version with USIB representatives. c. Executive Session At 1225, the Chairman again convened the Board in executive session for the following items. 9. Possible Unauthorized Disclosure in Newsweek Article The Board was provided copies of a memorandum from the Chairman of the USIB Security Committee on the subject. There followed a brief discussion centering on the great difficulty in tracing the source of the informa- tion contained in such an article. The Board then directed that the matter be taken up by the USIB Security Committee for further analysis and specific recommendations to the Board, prior to the initiation of inquiries or investigations.
