1. I am returning the paper on the history of the
Assessment and Evaluation Staff for extensive revision.
Although reasonably well written, this version is more like
a briefing paper than a history of the A&E activity. The
basic problem, of course, is that the paper has been con-
fined to discussion of the 1962-65 period, the years in the
"catching-up" phase of the historical program when A&E was
actually a part of the Office of Medical Services. For an
acceptable paper to be developed, the period from the late
1940's (or early 1950's) through 1965 must be examined.
2. Because it represents such a thorough job of
editing, I am attaching a copy of note to
me on the A & E paper. Not only has he worked up a very
specific outline to be followed in revising the paper, he
also has provided numerous specific source references which
relate to A & E activities mentioned in the OTR histories.
3. As with the other OMS histories which I have
recently returned for revision, care should be exercised to
insure that the documentation for this history is carefully
indicated and recorded.

Herewith the A&E/OMS paper. Although I have edited the
paper as though it were to be published pretty much as is,
I feel that it isn't strong enough to stand alone. The writing
is excellent, but the substance is thin. It assumes that
pre-1962 A&E activities are adequately covered in OTR papers,
it dismisses Research in a brief paragraph backed up only by
the list of papers and memos in Appendix B, and it mentions
Testing and Assessment in very general terms and numbers.
I suggest a re-treatment something like this:
1. Re-date the paper to cover the 1951-66 period.
2. Pull together the A&E fragments in the OTR papers,
re-write the entire 1951-62 period from the A&E point
of view, and supplement the few specifics given in
the OTR papers
3. Describe in some detail the reasons for and the circum-
stances of the transfer of A&E from OTR to OMS, and
back it all up with documentation.
4. Cover the 1962-66 period in more depth, picking up from
the 51-62 period the threads of Research, Testing, and
Assessment, and other activities and carrying them,
through to 1966; also beef them up with specifics --
for example, support of operation, support
of other DDP activities, defector assessments,
and the like.
5. If the dope in Appendix C, on the EED program, is not
a copy of a document -- or perhaps even if it is --
work it into the text as a part of the section on
the Risk of Capture Program.
Here's an outline that might help the writer in rebuilding
the paper:
I. Antecedents xxxxxmxxxxxxxxxxgxgxxxxxxxxxxx
A. Tradition -- some nice sexy generalities about
the traditional function of A&E in determining
enemy intentions -- George used it in catching
the Hessians pants-down at Trenton.
B. The OSS Unit -- A&E primarily a covert action
device; use the good old OSS bible on the subject.
C. The OSO/OPC Unit -- A&E still a part of tradecraft;
expand the dope in OTR-5, pp. 73-78.
II. The Early Years, 1951 - 1956
A. The Change in Concept -- in OTR the A&E mission
changed from tradecraft to support of selection,
training, and placement; this is closely tied in
with Matt Baird's grandiose plan for the develop-
ment of a CIA Career Corps,
