expansion of the intelligence services but for continued improvement in the
quality of their product.
2. Currently taxed with

sufficient personnel and logittical support for the execution of those
urgent tasks.
3. Increased difficulties are anticipated in the collection of clan-
destine information within the Soviet orbit where rigorous surveillance,
severely mite opportunitiee for success. Ithoueh increased personnel
and funds era i allotted clandestine collection it is equally essential
that added emphasis be given the collection of clandestine intelligence by
scientific roans.
4. In the coordination of intelligence produced by the intelligence
services., there Is constant need for the reexamination of uiroments in
collection. And although sentential progress has been made in coordinations
