expansion of the intelligence services but for continued improvement in the
quality of their product.
2. Currently taxed with

that added emphasis be given the collection of clandestine intelligence by
scientific roans.
4. In the coordination of intelligence produced by the intelligence
services., there Is constant need for the reexamination of uiroments in
