.?3t 27 December th'63;f Oj9 1. The DCI called General Carter and the undersigned at noon today following the DCI'a discussion with the President at the Texas ranch. 2. The DCI said that the President had asked 'him to get various Executive orders prepared by the Director of the Bureau of the Budget and make arrangements to brief President Eisenhower in California as soon as this can be arranged. The President was to make an announcement today that he has asked Mr. McCone to do thift 3. DCI asked that we get the necessary papers from WaApr Jenkins in the White House. He asked that General Carter review tage papers and confer with Director Gordon in order to then confer wits Mr. McCone on the telephone to brief him in detail on the specific measures the Government has in mind to cut down on Government expenditures. 4. Mr. McCone explained that he did not know precisely when he would meet with President Eisenhower, who is in California, but the plans are for Mr. McCone to fly from Seattle to is Angeles Saturday afternoon at 2:00 p. zn. He will want a courier to y to Los Angeles with the necessary papers prior to the meeting Eisenhower. 5. Mr. McCone explained that his primary requirement is to know the specifics as to the planning for a cutback in expenditures. 6. DCI said he had not discussed the subject of a change in USIB organization with the President because he did not know where the JCS stood. General Carter explained that JCS was still considering the subject and had not yet stated its position. Mr. McCone asked General Carter to tell Gilpatric that in view of this the reorganization scheduled for l January will be deferred.
