Executive Director was in the chair. DCI was on the Hill. DDCI
was out of town.
DD/I reported on two memos on Vietnam and Thailand produced on
short notice yesterday for the Vice President prior to his departure
for the Far East. The Vice President's itinerary calls for twelve days
of travel to various countries in the Far East. We will supply a daily
intelligence cable. DD/S noted that the Secret Service has requested
our aid in communications and also some technical support. DD/P
noted that briefings have been requested by the Vice President's office
for the Vice President
DD/I reported completion of a memo on the increasing air capa-
bilities of NVN. This will be sent forward to the Director with a
recommendation that he personally disseminate copies to high officials.
briefed on the true state of affairs concerning the North
Vietnamese note to India.which triggered erroneous press flurries
yesterday to the effect that the note constituted a peace feeler.
F____]noted the Laotian Defense Ministry public announcement
of the appearance of Communist tanks along routes through the Laotian
corridor. This is probably related to an air sighting yesterday of not
tanks but tracked prime movers with light artillery pieces along
Route 9. The purpose of the light artillery is not certain. It may be
for harassment of Laotian government forces rather than for Vietnam.
This is all under study. was requested to make sure that the
DCI is briefed on this.
Kent reported on a debriefing this morning by ONE, OCI, and
ORR of a U. S. Army senior intelligence advisor back from duty in
the IV Corps area of SVN. The officer believes that most of the sup-
plies coming to the Viet Cong in the IV Corps area come via the

waterways and that Navy officials on the scene admit to this despite
the official Navy line that evidence is to the contrary. Kent was re-
quested to do a Memo for the Record on this and other such debriefings.
Kent reported that arrangements have been made to hear from a
U. S. military expert on the new fusing devices available for aerial
bombs. This will take place on the afternoon of 11 February.
Kent reported on arrangements being made to have
conduct a seminar and serve as a rallying point for developing oriental
psychology inputs to the work of the Board and staff of National Estimates.
DD/S reported that the LDX system is now fully approved for
operational use.
DD/S&T reported on recent developments concerning ABM matters.
The CIA/DLA debate on the curious Soviet sites (CIA believes them to
be long-range air defense; DIA considers them to be related to ABM)
appears now to have been resolved by the latest0 photography
which tends to pin down these sites as connected with long-range air
defense.
DD/S&T reported that he had briefed John Foster and other key
people in DOD DD/R&E yesterday on the new evidence of the range
precision capabilities of the Soviet long-range HENHOUSE radars.
He also noted that the evidence, which comes from a CIA project
is of
interest to NSA and that NSA has made an approach to have this con-
tract transferred to their cognizance. The NSA approach was met
negatively.

DD/P raised the subject of possible Soviet deception as a com-
panion piece to their disinformation practices in filling the air with
false technical emanations of various types to mislead U. S. technical
collection. It was agreed that this was a subject worth periodic
study and the DD/S&T will meet with the DDP/CI Staff to look into
this. DD/S&T was requested to take this under consideration and
surface conclusions and/or recommendations for further study.
Executive Director noted that Henry Kissinger is scheduled to
brief the Chiefs of Station training course here in the building. The
briefing will take place tomorrow. Executive Director asked if ar-
rangements had been made to meet and brief Kissinger as appropriate
and thought perhaps the DCI would want to see him.
