must be to:
-- Assure that directives are in place which govern the
scope of activities authorized within the framework of covert
action.
-- That all Agency and contract personnel involved in the
planning and management of covert actions be fully cognizant of.
applicable laws, Executive orders, doctrine and regulations.
- That in the conduct of covert actions the principle of
"Unity of Command" be applied and specifically that within the
Agency one individual be accountable aoforcthe ccoo oordination and
management of all activities to.
