MEMORANDUM FOR THE RECORD
Morning Meeting of 3 February 1966
of OCI gave a background briefing on Greece.
DD/I noted two recent external requests for briefings by Lundahl
of NPIC. Presidential Science Advisor Hornig wants to be briefed on
photography on 7 February, and Dr. Land wants
to be briefed on the same material on 8 February. It was agreed that
these briefings would take place after consultation between DD/I and
DD/S&T and with substantive analysts in attendance with Lundahl.
DD/I noted that Webb of NASA, who is to leave on a trip to Europe
to engage in space discussions with the Germans and other Europeans,
will be provided some background material on the countries he will
visit. The material will be prepared in CIA and will be in book form.
DD/I tabled a memo commenting on the Reston article in the New
York Times yesterday concerning resumption of U. S. bombing.
At DCI inquiry DD/I described the status of two actions in support
of Secretary McNamara. One of the actions was met by providing to
yesterday afternoon a report for the Secretary. The other
deals with statistics on truck traffic in Vietnam. The report will be
completed today. DCI asked that the report be checked through the
DDCI.

Kent reported on the status of arrangements to ensure that an Air
Force operational officer familiar with air operations in Vietnam is
available to the Board of National Estimates for consultation as re-
quired. DCI noted that Army General Johnson and CNO McDonald
will designate Army and Navy officers for this purpose. DCI urged
that these officers be made use of by the surface-to-surface missile
task force in addition to the BNE.

Kent noted that has reported for duty with the
BNE. He is being briefed on the situation in Vietnam and is preparing
for a trip to the Far East.
Kent reported on the status of an SNIE to be considered by USIB
tomorrow. There is a major DIA dissent on the issue of levels of
bombardment against NVN as they affect the war in the south.
DD/S noted that the Military Information Control Committee is
looking into aspects of a proposed Saudi Arabian purchase of Hawk
air defense equipment.
deSilva noted two Agency cables concerning contacts with Viet
Cong representatives abroad.
Houston, noting Representative Teague's interest in a veterans'
program in Vietnam, reported that COS recently discussed
this with Representative Dorn and Administrator of Veterans Affairs
Bross reported on a conversation yesterday with D/NRO Flax
concerning
progress in the CORONA improvement program. Flax said this
was true and said he hoped to reach a solution to this and the up-
coming search system sometime this week.
DD/S&T reported that CORONA was successfully launched
and is doing well.
DD/S&T reported completion of the U-2 mission last night
making a color film test over SVN
DD/S&T noted that OXCART's are flying again but with some
limitations in the wake of the recent loss of the SR-71.
DD/S&T noted that the Soviet lunar shot is due on the moon this
afternoon. We are not certain that the mission will be successful.
DD/S&T reported on preliminary assessment of the take from the
mission in December. Analysis continues. No surprises
have been encountered.

DD/S&T noted a continuing series of requests from elements of
DOD to use certain Agency reconnaissance equipment aboard DOD
collection vehicles.
DD/S&T reported on recent useful discussions of the
Panel dealing with strategic systems such as the Soviet ABM array.

of the current U. S. aid package recently presented to Congress

3. DCI requests that be given for Secretary McNamara
a study of Communist surface-to-surface missiles and their capabilities.

The study should indicate which of this family of missiles can be
