I f OCI gave a background briefing on Rumania.
Godfrey noted the Madrid Embassy's concern that there may be
some sensational press treatment of the lost nuclear weapon off the
Spanish coast over this weekend. I
said he would confer with Secretary Vance.
Godfrey reported on scheduled demonstrations in Ecuador over
the next few days. The junta is expected to be able to ride out the
storm.
Kent noted receipt of a JCS request for an NIE on the effective-
ness of interdiction efforts in Vietnam.

PAT training center at Vung Tau. plans to visit this camp
on the ground during his forthcoming visit to Vietnam. DCI urged
that MACV be encouraged to arrange for anti-guerrilla sweeps by
friendly forces periodically in the vicinity of Vung Tau.
noted Bangkok Embassy telegram 1470 which reports
expectation that PAVN military forces will at some time in the future
move south to occupy the northernmost provinces in SVN. It was
agreed that this expectation should be evaluated by DD/I analysts.

Houston noted that Representative Moorhead of Pennsylvania
will be in the building for breakfast at 0800 on 31 January. DCI
said he would attend.
Houston noted that the DCI is scheduled for a meeting with the
Senate Foreign Relations Committee on 7 February.
DD/S&T reported that the next CORONA has been fixed and
launch is scheduled for 1 February. He also noted a letter of thanks
from SAC concerning the loan of two Agency U-2's to SAC
DD/S&T noted preliminary information that the Lockheed SR-71
lost this week was probably due to pilot error. DCI asked DD/S&T
to consider installation of an automatic warning device in the OXCART.
I f DDS&T/ORD displayed pictures of the first tests of
foliage penetration camera gear. He also briefed on Project
an Air Force program involving This project holds
promise for eliminating from photography foliage and other such
ground clutter.
DD/P noted that DIA has hired a public relations firm to help
develop a college recruitment program. The DIA goal is two hundred
young men to be hired this year.
Executive Director discussed the mission of the Knox Panel
looking into Intelligence Community information handling. Because
of PFIAB and Presidential Science Advisor sponsorship of the Panel,
the Agency will cooperate with the Panel as far as possible. Borel
is the Agency's focal point in dealing with the Panel. Each Deputy
Director was asked to name an officer to work with Borel in keeping
abreast of the Panel's work in the Agency. For correspondence and
requirements external to the Agency involving the Knox Panel,
D/DCI/NIPE will be the reviewer.
Executive Director asked all hands to ensure that O-PPB is kept
advised on the nature of Agency briefings and dealings with Mr.
Convisser, the new BOB examiner.
DDCI noted yesterday's clandestine report about MIG-19 produc-
tion in China, including word that a new model of the MIG-19 is what
is being produced. It was agreed that this will be the subject of con-
tinuing analysis.

1. DCI requested an OCI-ONE assessment of the recent Rand ILLEGIB
report based on interrogations of Viet Cong defectors and purporting
to indicate the state of morale among the Viet Cong. DCI requested
advice on the validity of this information and the implications it
holds for U. S. policies. (DD/I and ONE by 3. February)
2. DCI requests advice and information on certain ordnance
intelligence. He wants to know how the U. S. Army assesses the
capabilities of Communist weapons and what is being done to borr
for our own technology the better aspects of Communist weapons.
