Morning Meeting of 26 January 1966
of DDS&T/OEL gave a background briefing on the CIA
Quality ELINT Program.
Godfrey reported that NMCC advises that U. S. minesweepers
off the Spanish coast have a good contact and may have located the
missing nuclear device. (See Action 1)
Godfrey reported that OCI and WH officers have jointly assessed
recent rumors and reports of invasion planning by Haitian exiles,
and a memo is being done on the prospects for this. Invasion may
be attempted, but the outcome appears quite dubious.

Houston said that he expects to learn today some details pertain-
ing to discussions among the Senate Foreign Relations Committee
yesterday on the McCarthy resolution concerning CIA.
Houston noted that a Congressman is usually invited to address
the Midcareer Course. It was agreed that we would invite Representa-
tive Bates for this session.
Bross noted that USIB has approved new procedures which will
provide effective ways and means for the DCI to provide effective
guidance to U. S. COMINT programs. A new SIGINT subcommittee
will be established. Heavy burdens will fall to various components
of the Agency in following the new procedures. DCI noted the need
to get organized in order to accept the new responsibilities and pro-
vide the best possible leadership and guidance.

Sheldon noted plans for a TACKLE U-2 mission
tonight. He also noted that the 303 Committee had stood-down U-2
flights over China during the bombing pause. The DCI directed that
all U-2 operations in the Far East be postponed pending further
guidance from the Administration and/or the 303 Committee.
Sheldon reported that
will revolutionize intelligence views of Soviet ABM capabilities,
which are now found to be much greater than previously thought. All
the necessary components within the Community will be briefed, and
detailed analysis will continue.
DD/P noted that the Washington Post this morning for the second
straight day carries a story which could be construed as implicating
the Agency in the A denial has been worked out with
the Department and will be issued when press inquiries are received.

DD/P reported on a DD/P-DD/I look at current trouble spots in
Africa. Latest of these is Mauritania. A DD/I memo is being pre-
pared.

Executive Director noted commendatory letters from the Armed
Forces Staff College in Norfolk covering four Agency students who
recently completed the course.
Executive Director noted a letter to him from Deputy Under
Secretary of State for Administration Crockett commending CIA-State
relationships and praising
DDCI noted today's snow storm and asked the Executive Director
what Agency policy on early dismissals should be. Executive Director
explained that the Agency has no legal authority to dismiss employees
early- -prior to a decision by the D. C. engineers- -but that each Agency
component should exercise good judgment as the snow continues.
DDCI reported on yesterday's Special Group CI Meeting on Thailand.
Various recommendations for action submitted by Ambassador Martin
were approved in principle. The Thai situation was viewed as serious.
ACTIONS:
1. DCI requested that DD/P confer with DOD, State, and USIA
with a view toward taking the initiative in lessening the impact of
any adverse press stories concerning the nuclear device lost in the
Spanish area. (DD/P - Status report by 2 February)

4. DCI requested the opinion of a ballistic expert as to the
comparisons between ChiCom and U. S. weapons as set forth in
the recent complaint from General Westmoreland. (C/SAVA by
2 February.)
5. DCI requested that DD/S study the curriculum of the Armed
Forces Staff College. If it emphasizes logistics, the course should
be attended primarily by Agency logistics officers. (DD/S - Status
report by 2 February. )
