Morning Meeting of 14 January 1966

of ORR gave a background briefing on the extent and
types of U. S. aid programs. (See Action 1)
DD/I noted that he would be leaving on 17 January for a trip
through Latin America and that he will be the DCI Duty Officer this
weekend.
R. J. Smith reported on the Rhodesia situation and an alarming
telegram from our embassy there concerning the worsening economic
and political situation. (See Action 3)
Smith noted two special weekly reports, one on the Sino-Soviet
controversy over military aid to Hanoi and the other on the Soviet
space exploration programs. (See Action 4)
Kent gave the DCI a copy of Volume I, No. I of the National Intelli-
gence Projections for Planning. This volume deals with long-range
attack forces.
Kent and Bross reported on upcoming Honolulu meetings. One
will take place in the coming days and will be at the "colonel" level.
It will deal with the ordnance mix involved in bomb targets in North
Vietnam. Efforts are being made to accredit a member of the Board
of National Estimates to this meeting. Kent, who will meet with the
Secretary of Defense this afternoon, will raise this and seek SecDef
concurrence to BNE representation at the meeting. There is, in
addition, some talk of a very high-level meeting to deal with Vietnam
sometime around 1 February, and it was agreed that Bross would
contact Secretary Vance to inquire about what preparations the
Agency might make for this meeting.

Sheldon reported that CINCEUR has approved Washington In-
telligence Community recommendations concerning the coordination
of intelligence collection operations
Houston noted that DCI is scheduled for appearances before the
Mahon group on 20 and 21 January.
Houston noted that Senator Symington would be coming to the
DCI's office today. The DCI said that the purpose is to brief the
Senator on the conclusions of recent national estimates concerning
Vietnam. Kent and will provide the briefing.
Bross noted that there will be meetings of the PFIAB on 24 and
25 January. General Reynolds has been invited to brief on China
programs, and ONE is asked to brief on NIE's 11-8 and 11-3. Coyne
will advise on subjects the Board will want the DCI to cover, and the
DCI is invited to suggest topics.

ACTIONS:
1. DCI requested that a briefing be given at a future Morning
Meeting on the work of and relationships between the Export-Import
and World Banks. The briefing should also provide answers to
questions such as: Why do we aid the UAR? How does the U. S.
obtain leverage from its aid programs? How much of our aid
eventually returns in the form of repayments? How much of our
aid is extended under conditions requiring foreign purchase of
American goods? (DD/I by 15 February)

memo to be published and disseminated to a limited number of policy-
