MEMORANDUM FOR: Rear Admiral E. A. Burkhalter, Jr., USN
Director, Intelligence Community Staff
SUBJECT: Department of Defense's Nuclear Weapons
Master Plan (NWMP-II) Intelligence Study
I appreciated an opportunity to review the draft NWMP-II
Intelligence Working Group report attached to your memorandum
of June 30.
I share your view that the report does not give adequate
attention to the intelligence support which the President
would require in his roles as Chief of State and Chief
Executive during general nuclear war. I suggest that this
point be brought out by John McMahon when he meets with the
Executive Review Board on July 11. Perhaps the report itself
should state that the primary emphasis in this study is to
project the intelligence capabilities needed for the Presidential
role as Commander-in-Chief and that support for the other
Presidential roles will be developed in more detail in follow-
on studies.
In addition, I will be very interested in your assessment
of the impact of this program on the NFIP. I note that some
of the projected enhancements would benefit our peacetime
intelligence system, but it is not clear how much of the cost
would have to be borne by the NFIP, perhaps causing trade-offs,
and how much would be funded outside the NFIP.
A further concern in my mind has to do with how this
intelligence study meshes with the overall planning effort
on continuity of government. I would appreciate it if someone
could brief me and other concerned officials of the State
Department on this question.
As work proceeds on follow-up studies recommended in the
NWMP-II report, please call on us for help in the preparation
of plans affecting the intelligence community and our foreign
policy interests. My point of contact on this subject will be
