Declassified in Part - Sanitized Copy Approved for Release 2011/12/01: CIA-RDP89BO133OR000400750018-3 ~E-CRE T 11 April 1986 MEMORANDUM FOR THE RECORD SUBJECT: Intelligence as A Force Multiplier--Meeting with Colonel Richard Webb, USA, Deputy Program Manager, Joint Tactical Fusion Program (JTFP), and Colonel Joseph Garino, USA, Assistant Program Manager, JTFP 1, and 1 visited Colonels Webb and Garino at the PRC, Tysons Corner. The JTFP had been mentioned by Dr. Roger Engel, Office of the ASD/C31, during our visit with him on 26 March. 2. Colonel Garino presented an informal briefing about the program with running commentary by Colonel Webb. Congress has mandated that all intelligence "fusion" efforts of the military will be "joint." The JTFP is TIARA funded and builds on existing collection systems like J-Stars. One of the main purposes: to more quickly "see" deeper into the battlefield so that more exact target locations can be developed for the timely employment of new tactical missile and other weapon systems. The goal is to automatically process in the field (at corps and division level) as much information as possible because the incoming volume of data simply will be too large for field analysts to assess. 3. The Army program for this purpose is the All Source Analysis System (ASAS) and the Enemy Situation Correlation Element (ENSCE) is the Air Force counterpart. Both are being developed as the JTFP under the direction of a General Harmon who reports to the Army Deputy Chief of Staff for Operations. JPL is the system contractor for the program which began in 1982 and should flower in 1992 after a cumulative expediture of about $1 billion. For the current fiscal year $150 million is being spent following new Congressional guidance that the program be "downsized." 4. 1 asked about the attitude of commanders concerning the prospect of an additional several vans embodying this intelligence capability as part of the battlefield command element and was told that this is not a problem for them. Both officers recognized the need for the provision of a communications link between the ASAS and the ENSCE, an area evidently not being actively worked.
